_About the Agency_

The Group Insurance Commission (GIC) seeks to hire aSenior Health Data Analyst (Administrator IV).The GIC provides high-value health insurance and other benefits to state employees, retirees, and their survivors and dependents. The GIC also covers housing and redevelopment authorities as well as certain municipalities that elect to join the GIC. The agency works with vendors selected through competitive bidding to offer cost-effective benefits produced with careful plan design and rigorous ongoing management. The agency's performance goals are to provide affordable, high quality benefits and, as the largest employer purchaser of health insurance in the Commonwealth, to use that position to drive improvements in the health care system. The GIC’s FY2019 appropriation is $2.1 billion. There are currently almost 240,000 enrollees and over 435,000 people covered by the GIC.

The GIC administers the Commonwealth’s health, life, long term disability, flexible spending accounts, dental and vision insurance programs for some 435,000 state employees, retirees, and their dependents. These responsibilities are conducted pursuant to the authority vested in the agency by Chapter 32A and 32B as amended.

The agency is comprised of seven business areas: (1) Executive, (2) Administrative Services (Human Resources, Procurement, Facilities Management, and Mail Services), (3) Benefit Procurement and Vendor Management (BPM), (4) External Affairs (Communications and Legislative Affairs), (5) Financial Management (Accounts Payable and Accounts Receivable), (6) Legal, and (7) Operations (Customer Service, Benefit Enrollment, Verification of Benefits, Life Claims, and Continued Coverage).

_Position Summary_

The Senior Health Data Analyst position is assigned to the Financial Management division and serves as the lead data analyst providing master data management for GIC. Evaluates, models, and reports on health data as they relate to employee benefits and health cost / quality / utilization trends. Contributes to the development of the overall data analytic strategy including providing recommendations for modifications to employee benefit packages and financing. Oversees the relationship with agency’s data warehouse and ensures data quality. Collaborates with other external agencies and stakeholders on data and analytic initiatives. Researches and develops reports and provides verbal presentations internal and external stakeholders including Executive Leadership.

_Major Areas of Responsibility_

  • Leverage the GIC data warehouse, enrollment data and other internal and external data files to further the department’s objectives in oversight and management of its health benefit plans and contribute to overall GIC strategy.

  • Produce forecasting analyses that can guide recommendations for future benefit design

  • Utilize software programs such as SAS and/or Excel to analyze large claims-, eligibility-, and other health care data files

  • Interpret data accurately and produce clear and comprehensive written analyses, graphics, tables, and presentations for the Executive Leadership Team and diverse internal and external audiences

  • Lead the development, implementation, and documentation of data quality assurance processes to ensure that reported data is accurate and reliable

  • Manage the relationship with agency's data warehouse vendor ensure timeliness and quality of data exchanges with GIC vendors

  • Help guide the strategic direction of data warehouse and analytic procurements

  • Respond to inquiries and report requests from Fiscal Affairs Division, legislative committees / staff, GIC staff, auditors, and other government agencies including municipalities, as needed.

  • Gather and document business requirements and ensure the accurate interpretation of data outputs

  • Participate in annual rate renewal/development, working closely with department Director and the Budget Director as well as external consultants to assure consistency between rate development and the agency’s likely future costs

  • Assist in monitoring health plan compliance with contractual, operational and strategic performance standards. Report results and recommend appropriate responses

  • Complete other duties, as assigned


_Minimum Entrance Requirements (MERS)_

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.

_Preferred Qualifications_

  • Working knowledge of the principles and practices of health plans, health care cost containment, and employee benefits required

  • Demonstrated experience interpreting and analyzing health care utilization, membership, quality, performance, and financial data, particularly in the area of reducing health care cost and improving health care quality. Assist with forecasting / justification within the context of health benefit design

  • Must have knowledge of health data analytic tool, statistical methods and procedures used in the health insurance field, and a working understanding about how data warehouses are structured.

  • Proven experience developing and manipulating graphs, tables, reports, presentations reports and spreadsheets using Excel, Access, and business intelligence OLAP tools to access large-volume relationship medical claims databases

  • Must be detailed oriented and invest time in ensuring report accuracy and data quality

  • Proven ability to communicate clearly and effectively-both orally and in writing-to internal and external stakeholders

  • Experience working within a public/government entity and a health insurer with coverage to large clients and exposure to legislative statutory language as relates to fiscal/budgetary policy within the government sector, a plus

  • Ability to meet deadlines and work independently

  • Must thrive in a strategically dynamic environment

  • Experience working on multiple projects while successfully shifting priorities and meeting deadlines and working collaboratively, as well as independently, with multidisciplinary teams

TheSenior Health Data Analystposition salary range is $55,938 to $104,934. Salary is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.
