Veterans Benefits Administration Program Support Assistant GS-5/6 in Boston, Massachusetts

Summary This position is located in the Support Services Division of the RO, where the incumbent's primary duties are to process incoming and outgoing mail while actively assisting the supervisors and management of the Support Services Division (SSD) in performing administrative work. Responsibilities The incumbent participates actively in the management of the Administrative section of Support Services Division (SSD) by performing administrative and technical support duties. Based on a good working knowledge of the organization and the programs under the Supervisory Support Services Specialist's control, incumbent resolves problems associated with the administrative and technical work of the office. Maintains inventory control, ensures adequate supplies are maintained within the divisions to support continuous RO operations, oversees receipt and distribution of supply orders. Provides reproduction services for divisions through use of photocopy machine. Reproduces and makes initial distribution to divisions of regulations, circulars, forms, and other correspondence transmitted to the Publications Control Officer Mailbox. Sets up, operates, adjusts, maintains, and monitors the operation of single- or multiple function equipment typical of mail, duplicating and reproduction functions. Receives and processes all orders for forms and publications, to include maintaining inventory of forms and order forms. Collects and reports photocopy count data and mailroom count data for submission to appropriate entities. Processes all priority mail by routing to the appropriate action elements, inputs data for shipments, tracking shipments and costs, and ensuring responses with proper reporting. Executes control and preparation of reports by utilizing applicable computer programs. Operates office automation equipment for the preparation of correspondence and reports, receiving and transmittal of electronic mail, and applications used. Acts as liaison between Division Chief/1st Line Supervisors and other divisions' staff by providing guidance/assistance on procedures, and related matters for compliance. Executes processing of incoming/outgoing mail, ensuring it is properly opened, logged, read, date stamped and sorted by established categories for distribution. Reviews and researches returned mail to determine the reason(s)for its return and routes mail to the appropriate unit for action. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/01/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-05 position you must have served 52 weeks at the GS-04 level. For a GS-06 position you must have served 52 weeks at the GS-05 level or higher. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education substitution as described below: Specialized Experience GS-05 LEVEL: You must meet either 1, 2, OR 3 described below. At least one year of specialized experience equivalent to the GS-04 grade level in the Federal Service performing the following duties independently or with minimal supervision: photocopying and/or preparing reproduction orders, maintaining inventory of station bulk supplies and distributing those supplies as needed to other divisions; proficient in processing incoming and outgoing mail including the processing of priority and express mail; experience in compiling and summarizing information and data in order to provide internal control reports, mailroom data, etc. OR A Bachelor's degree (in any field) or four (4) years of education above high school leading to a Bachelor's degree. OR A combination of experience as described in "1" and education as described in "2" which totals at least one year. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.] GS-6 Level: You must have one year of specialized experience equivalent to at least to the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Federal Service performing the following duties: maintains controls of and prepares designated reports; maintains control over priority mail; assists in the management of the unit mail management system to include diagnoses of equipment malfunctions, operating problems, and performs corrective adjustments; ensures adequate supplies are maintained within the division to support continuous RO operations; analyzes supply levels on a recurring basis to determine the rate of utilization, and advises the Support Services Specialist when supply orders are required; provides guidance and assistance on procedures, report requirements, deadlines and related matters to assure compliance with Support Services policies. Education Substitution: No education for the GS-06. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work requires some physical exertion such as extended periods of standing, frequent bending, reaching or similar activities necessary to set up, operate, adjust and monitor operation of the equipment. The employee lifts a variety of moderately heavy materials and supplies such as mailbags or large quantities of paper stock.
