State of Massachusetts Program Manager, Accountable Care Organization (ACO) & Community Partner (CP) Performance Reporting in Boston, Massachusetts

TheAccountable Care Organization (ACO) & Community Partner (CP) Performance Reporting team’smission is to provideMassHealth’s seventeen (17) Accountable Care Organizations (ACOs)with the data and metrics needed so they can best serve their members and manage their performance acrossfinance, utilization, and population health.The team is positioned within the agency’s larger payment and care delivery innovation team managingnew models of accountable and coordinated care for patients, including the ACO, Community Partner, Flexible Services, and Statewide Investment programs. The Program Manager will be responsible for the on-going execution, design, improvements, and measure development for a set of reports that may include aggregate financial or utilization reports, member-level care coordination reports, risk score files, or raw claims files along with corresponding educational and technical assistance materials. In addition, they will support report analysis and interpretation to further MassHealth’s understanding and pro-active management of ACO performance. This position works cross-functionally across internal finance, clinical, data, analytics, legal, and policy teams as well as with external reporting vendors. The ideal candidate will have a background in health care management, health care policy, finance, public health, or data analytics. They will have a passion for improving health care under value-based plans, experience with project management, strong communication skills, experience with health care data or data analysis, a willingness to learn, and a drive to grow and own their own projects. This role will not responsible for coding, running reports or doing claims-level or raw data analysis, however, knowledge in these areas is beneficial. Opportunities for more hands-on analysis are available dependent on a candidate’s areas of interest. _Duties and Responsibilities (these duties are a general summary and not all inclusive:_ Manage the on-going design and enhancement of a set of ACO reports to ensure they meet ACO stakeholder and program needs, including but not limited to: * Collect and synthesize internal and external feedback on reports through surveys, working sessions, and other touchpoints. * Oversee design meetings with MassHealth’s report vendor, MassHealth developers and applicable MassHealth staff including setting agendas, tracking action items and decisions, tracking timelines. * Set enhancement priorities based on feasibility, scope, value, dependencies, and timeline. * Support analytic vendors and MH developers in defining measure logic or data specifications in collaboration with MH data and analytic teams. * Maintain documentation on suggested improvements, and update report business requirements in collaboration with MH data teams. Project manage the on-going production of ACO reports, including but not limited to: * Create and maintain production timelines, identifying and escalating risks and coordinate with vendors and internal staff to ensure projects delivered on time. * Coordinate internal review and QC of reports; surface any identified issues to report developers and seeing through to resolution. * Support Finance, ACO performance, and program teams to interpret reports and communicate with ACOs on their performance. * Coordinate with Data Warehouse and program staff to ensure reports are uploaded and delivered to end-users on time. Create and manage external communications and user materials on reports including: * Draft, disseminate, and maintain external-facing documentation and educational materials including user guides, data dictionaries, data value sets, PowerPoints and other summary-level information. * Triage and answer ACO questions on the report contents, data sources, underlying analytic logic, etc. Lead other special projects, including but not limited to: * Run analysis off reports to support on-going efforts to track ACO performance and engage ACOs in performance management conversation. * Lead work stream with data privacy lawyers to ensure legal compliance of data and reporting enhancements. * Coordinate with other program staff outside of PCDI, including OBH, OLTSS, Pharmacy, Analytics, DW, Finance, etc., to ensure cross-agency alignment on ACO data and reporting strategy. _Preferred Qualifications:_ * Functional knowledge of claims data, health care finance, health care management, and/or health care policy. * Prior experience in project management and/or program management. * Experience with data analytics, measure development, or coding. * Outstanding listening and communication skills—both written and oral. * Ability to build process flows and timelines with input from multiple stakeholders. * Ability to manage work streams involving multiple cross functional teams. * Excellent organizational skills with a particular focus upon managing details. * Strong time management and analytical skills. * Comfort with multitasking. * Comfort with working under high pressure and tight time constraints. * Background in healthcare management, healthcare finance, or health policy preferred. _TO APPLY:_ Please upload both your Resume and Cover Letter for this position when applying.
