State of Massachusetts Program Coordinator III in Boston, Massachusetts
The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job. The Program Coordinator III works under supervision of the Director of UI Performs and is responsible for implementation of the ETA Self-Assessment program to continuously evaluate the agencies major benefit operations and processes. The Program Coordinator III position will be responsible for the following duties: * Implementation of the USDOL ETA federal Unemployment Insurance (UI) Benefit Self-Assessment program to continuously evaluate the State Workforce Agency (SWA) major benefit operations and processes with the goal of improving SWA performance. Work will be supported with ETA and SWA monitoring and technical assistance. * Operational reviews conducted through implementation of ETA’s self-assessment tool, data collection, interviewing, and observation of program implementation. * Identifying operational issues that require new corrective strategies. Developing recommendations for new mechanisms to improve UI benefits program operations performance. Developing recommendations for best practices. * Documenting findings. Preparing detailed reports for the SWA of existing operational performance, identification of at-risk operations, and recommendations for document and process improvement to support the SWA in meeting federal core performance measures. * Participate in Benefit Timeliness Quality (BTQ) federal review program. * Participate in and support the Benefit Accuracy Measurement (BAM) program through case completion and case review. SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. * First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience. II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
