State of Massachusetts Program Coordinator I in Boston, Massachusetts

MDCS is looking for a Program Coordinator responsible for processing and reviewing Foreign Labor Certification (FLC) Job Orders to ensure compliance with governing Federal and State laws, rules and regulations, guidelines, procedures, policies and standards; provide technical assistance and guidance to employers (throughout the Commonwealth), agents, MDCS management and staff related to the FLC programs to exchange information, respond to daily inquiries, problem solve and recommend changes to process. The Program Coordinator conducts Housing Inspections (housing location, housing structure, lighting, equipment, space availability and cleanliness) of Farm Labor Camps to ensure that the Housing facilities follow all Federal, State and Local laws, rules, regulations, guidelines, policies and standards established by the Department of Public Health (DPH), Duties include but are not limited to: * Participate in the design, preparation, rollout and analysis of response data for the annual "Prevailing Wage Surveys" and Prevailing, Normal and Common Practice Surveys. * Maintain liaison and provide technical assistance, advice and guidance to FLC customers including Employers (throughout the Commonwealth), DOL, Department of Public Health (DPH), Occupational Safety and Health Administration (OSHA), DCS, management and staff, Supply States (Puerto Rico, Texas and Florida) in order to exchange information, resolve problems and ensure compliance with Federal and State laws governing the FLC program. * Respond to daily customer inquiries on job order application and housing inspection information from the Department of Labor, Agents, Department of Public Health and Employers by telephone or written correspondence. * Confers with Management Staff and other MDCS staff to recommend and determine program goals and to evaluate FLC-unit program activity to make recommendations on changes to process as needed. SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II.
