State of Massachusetts Program Coordinator I Outreach Worker in Boston, Massachusetts

The Department of Career Services (DCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Program Coordinator – Outreach Worker performs activities under the direction and supervision of the Foreign Labor Certification Programs Unit Supervisor. The Outreach Worker will be responsible for locating and contacting migrant and seasonal farmworkers (MSFWs) who are not being reached by the normal intake activities of the local American Job Centers (AJCs). The incumbent will complete basic needs assessment, coordinate services, register, identify MSFWs and refer them to jobs and training programs. He/she will coordinate and evaluate services and or training provided by and needed by employers, Career Centers (AJCs) and workers. He/she will review and process job orders, referrals, complaints, and apparent violations; complete follow-up and assist employers with recruitment and placement services to ensure compliance. The incumbent is responsible for coordinating activities with U.S. DOL (ETA / WHD / OSHA), MA DPH, MA DAR, grower associations, etc., and assist with housing inspections, field checks and visits, and conduct prevailing wage and practice surveys. This position requires travel statewide and the ability to work varied work schedules, including weekends, on a regular basis. A valid MA driver's license is required. Bilingual English/Spanish is strongly preferred. SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. *Executive Order #595:As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
