State of Massachusetts MassHealth Caseload and Finance Analyst in Boston, Massachusetts

_Position Summary:_

MassHealth is the Medicaid and SCHIP plan for Massachusetts, providing healthcare services to 1.9 million low-income and disabled residents of the Commonwealth. MassHealth is responsible for a $15 billion annual budget comprised of premiums to insurance providers, direct payments to healthcare providers, and administrative expenses.

The MassHealth Caseload & Finance Analyst supports the development and execution of financial analyses to support strategic planning, policy decision-making, and ongoing management of the MassHealth programs. The analyst utilizes data analytics for querying, analyzing, synthesizing, and presenting data from state and agency databases to identify trends in the agency’s programs and expenditures. The analyst works collaboratively with program staff and works to provide high quality, timely insight into financial and operational needs.

This function reports to the MassHealth Director of Budget and Financial Analysis and the MassHealth Finance Manager. The analyst works with the finance team on project management, cost savings, and operationsreporting programs and supports facilitating collaborative problem solving and decision-making, communication and consistency across programs, and operational decision-making.

_Duties and Responsibilities (these duties are a general summary and not all inclusive)_:

  • Conduct ongoing analysis of MassHealth enrollment, utilization, and spending trends and support synthetization and presentation of trend findings and exposures.

  • Contribute to development of annual MassHealth budget recommendations and periodic spending forecasts using historical and projected caseload and utilization data, while making adjustments to account for the financial impact of changes in state and federal policies.

  • In partnership with program teams, analyze the fiscal impacts of legislative, regulatory, and policy changes/proposals, using financial models to assess impacts of various scenarios and outcomes.

  • Respond to ad hoc inquiries and requests for information from external stakeholders including other MassHealth units, other state agencies, and public entities.

_Preferred Qualifications_:

  • Excellent analytical and problem solving skills

  • Excellent MS Excel and PowerPoint skills and experience analyzing large datasets using Microsoft Excel and Access

  • Excellent organizational skills and attention to detail

  • Ability to solve complicated problems with minimal direction

  • Ability to lead projects through organizing work, establishing operating relationships, and coordinating the work of others

  • Ability to analyze and determine the applicability of financial and program data, to draw conclusions, and to make appropriate recommendations

  • Ability to anticipate difficulty, and take corrective action

  • Strong written and verbal communication skills

  • Comfort with working under high pressure and tight time constraint

  • Strong interpersonal skills

  • Passion for public service

  • Experience in healthcare

  • Bachelor’s Degree in a related field

  • 2-5 years’ experience working in finance analytical capacity

  • A Master’s or higher degree with a major in accounting, business administration, economics, finance, hospital administration, industrial engineering, industrial or business management, or public administration

Special Requirements:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below


I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
