State of Massachusetts Manager of Fire Life Safety(Administrator VII) in Boston, Massachusetts
Position Summary The Manager of Fire Life Safety will report to the Director of Security & Emergency Management and manage activities, operations, contracts, personnel, projects, and services related to the protection of life and property from fire life safety (FLS) events. The individual in this position will perform these functions for all MassDOT and support MBTA. Duties and Responsibilities * Coordinate with local permitting Authorities Having Jurisdiction and appropriate divisions/departments for FLS construction activities. * Coordinate with MBTA Safety and other MBTA departments to support achieving compliance with applicable fire and life safety codes and standards. * Track identified non-conformance issues and work with appropriate parties to resolve them. * Participate in Emergency Operations Center (EOC) activations at the state or local level, as directed by the Director of Security & Emergency Management. * On call 24/7 to receive and address calls and notifications relating to emergencies and other incidents. * Respond to and coordinates response to emergencies, requests, and other situations as appropriate. * Supports other department activities as requested and appropriate, including serving as part of the ESF1 Team in support of statewide emergency coordination. * Utilizes information gathered from regular inspections to identify trends, deficiencies, and area of opportunity/improvement to support and adjust fire safety programs and policies. * Use information found in inspection to make budget request decisions and provide support for those requests * Develop, review, and implement fire safety programs and policies to comply with codes and standards. * Design, develop, support, observe and, as appropriate, lead fire and emergency drills. * Oversee, develop, and provide training for employees on SEAPs, evacuation plans, and other appropriate FLS equipment and systems. * Collaboratively develop, review, and disseminate applicable FLS plans, policies, and procedures, including training for implementation, to all divisions. * Aid in Fire Safety Program and policy adoption throughout all the agency’s divisions and buildings * Support review and update of division and facility Security and Emergency Action Plans (SEAP). * Prevent fires by making technical policy decisions and implementing safety standards, ensuring compliance with fire safety regulations, and training staff in emergency evacuation procedures. * Review system-wide inspections and operating programs to support achieving compliance with codes and standards. * Support MassDOT and MBTA FLS inspection, testing, and maintenance (ITM) programs. * Coordinate with MassDOT Property Services, landlords, and others to assure fire protection systems are adequately maintained and functional. * Provide support and oversight of compliance with local, state, and national codes, standards, and laws. * Provide technical expertise and recommendations for the development of specifications and requirements for designs involving fire codes and FLS implications. * Manage MassDOT’s system-wide Fire Life Safety program and act as primary fire prevention program manager, and were applicable monitor consultants performing this function, where required to applicable codes and standards. * Key decision maker regarding all fire life safety programs, policies and events. * Serve as the primary liaison with local fire departments and the Massachusetts Department of Fire Services. * Prepare reports and fact-finding analysis of FLS hazards and incidents. * Oversee and manage contracts related to the delivery of the MassDOT fire life safety program and support other divisions in contracting FLS systems and equipment. * Other duties as assigned by the Director of Security & Emergency Management Preferred Qualifications Experience with multiple modes of transportation or working for a state/regional transportation agency strongly preferred. Certifications in Fire Protection, Fire Protection Engineering, Safety, Engineering, Industrial Management, Business Management, or similar fields preferred. Preferred ICC certification as a fire plans examiner, fire inspector II or NFPA/Pro-Board equivalent. Preferred ICC certification as a building inspector and building plans examiner. Experience designing, installing, testing, inspecting, or commissioning fire protection systems and requirements including detection, alarm, suppression, and smoke control preferred Pre-Hire Process A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references. Minimum Entrance Requirements: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
