State of Massachusetts Manager of Child Focused Recruitment in Boston, Massachusetts

The Department of Children and Families (DCF) seeks a dynamic, highly organized, and experienced professional to fill the critical role of Manager of Child Focused Recruitment. The selected candidate will uphold the fundamental responsibility of protecting children from abuse and neglect and must have extensive knowledge of child welfare, adoption, and recruitment services to promote permanency for all children. The Manager of Child Focused Recruitment will be responsible for establishing and overseeing the Child Focused Recruitment Program at MA DCF, supervising 6 Supervisors, communicating regularly with other Managers and Directors responsible for permanency outcomes for children in care and ensuring adherence to MA DCF Policies and Procedures as well as, Wendy’s Wonderful Kids’ practices. Clinically sound decision-making practices with critical thinking are essential to meeting the needs of and supporting the progress of all children, youth, and family members we serve. The Manager of Child Focused Recruitment has a clear understanding of all facets of the DCF operations as it relates to case practice for permanency and is charged with the responsibility for integrating the WWK program into Departmental permanency and clinical daily practice/. / / / The Manager of Child Focused Recruitment provides leadership that ensures that all facets of DCF’s Child Focused Recruitment program are geared toward supporting positive permanency outcomes for children, including adherence to the Core Beliefs that: * Every child deserves a safe, loving, and permanent family. * No child should linger in foster care or leave the system without a permanent family. * Every child is adoptable. The Manager of Child Focused Recruitment will collaborate across divisions within the Department, as well as with other community agencies to promote consistent best practice in finding permanency resources for children/youth in need of permanent families and lifelong connections. The Manager of Child Focused Recruitment has a deep understanding of the fundamentals of child protection practice, the impact of adverse childhood experiences, trauma informed approaches in child welfare, as well as the clinical principles and legal requirements that affect a child’s ability to be connected to a permanent family and support system. The Manager of Child Focused Recruitment will report directly to the Director of Adoption. This position will also coordinate closely with the Managers and Specialists in Foster Care, Adoption, Adolescent Services, Disability Services, Medical Services, Mental Health, Domestic Violence, Substance Abuse, Regional Clinical Directors, and Area Office management teams. _Duties and Responsibilities (these duties are a general summary and not all-inclusive_:__ · Responsible for hiring, training, promoting, discharging, and evaluating theChild Focused Recruitment staff. · Responsible for ongoing supervision ofChild Focused Recruitment Supervisors to ensure adherence to DCF policy and fidelity to the DTFA/WWK child-focused recruitment model. · Utilize data to identify target population. · Ensure supervisors manage workflow of theChild Focused Recruiters. · Monitor recruitment progress for youth served by conducting monthly staffing with the Child Focused Recruitment Unit and participating in internal and external meetings as set forth by the program or demands of the case. · Ensure monthly data submission in the WWK database is accurate and timely. · Review adoption finalization reports within the WWK database for accuracy. · Oversee the development of WWK bi-annual reporting due every January and July 15th. · Liaises with the DCF and/or provider agency on a regular basis to review cases and program compliance with state regulations. · Represent the WWK program in a positive manner in the community and interacts cooperatively and constructively with all community partners. · Meet WWK program outcomes and benchmarks as mutually established each contract year and reviews outcomes during recruiter(s) supervision on a minimum of a quarterly basis. · Attend educational opportunities provided by the Dave Thomas Foundation for Adoption including, but not limited to WWK classroom training, online modules, WWK database training, webinars, and the WWK Summit hosted by the Dave Thomas Foundation for Adoption. · Participate in regular meetings with agency leadership to monitor compliance with agency policies and procedures, WWK agreement and recruiter job responsibilities to promote the well-being, safety and permanency of the youth in the WWK program. · Attend educational opportunities provided by the Dave Thomas Foundation for Adoption including, but not limited to WWK classroom training, online modules, WWK database training, webinars, and the WWK Summit hosted by the Dave Thomas Foundation for Adoption. · Other duties as assigned. _Required Qualifications_: · At least 5 years experience in Child Welfare. · Relevant experience in child welfare including knowledge of issues surrounding foster care, adoption, trauma, medical and developmental needs and the importance of legal permanency are recommended as well as familiarity with DCF policy and procedures and the juvenile and/or probate court systems. · Expertise in providing family support/excellent customer service. · Ability and willingness to travel with flexibility to work evenings and occasional weekends. · Computer literacy and efficiency with MS Office software. · Must have a commitment to work from a strength-based and/or youth development perspective. · Belief that all children deserve legal permanency. · Highly motivated self-starter. · Knowledgeable regarding impact of trauma and trauma-informed practices. · Demonstrated ability to organize and manage multiple projects and cultivate relationships. · Demonstrated ability to cultivate strong working relationships with diverse populations, including public/private agency staff. · Excellent verbal and written communication skills. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying. _About the Department of Children and Families_: The Department of Children and Families (DCF) is committed to upholding the fundamental mission of protecting children from abuse and neglect to ensure they are able to grow and thrive in a safe and nurturing environment.
