The Division of Banks is currently accepting applications for the position of Licensing Examiner I. The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. The Division reserves the right not to fill this position without notice. This position will report directly to the Chief Director within the Licensing Unit.

The Division maintains public confidence in Massachusetts financial institutions through the oversight of state chartered banks and credit unions, as well as the supervision and licensing of the mortgage lending, money services business, sales finance, debt collection, and loan servicing industries operating in Massachusetts. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations at financial institutions and licensed entities under the Division's jurisdiction. The Licensing Examiner I examines the records of financial companies to ensure they adhere to consumer protection laws and regulations. The primary purpose of the Licensing Examiner is to perform a comprehensive review of an application for non-bank license applications including but not limited to: mortgage lenders, mortgage brokers, mortgage loan originators, third party loan servicers, small loan companies and any other non-bank applicant. The evaluation will include but not be limited to: analyzing financial statements and filings, reviewing applicants business plans, reviewing applicable background checks, reviewing any policies and procedures, and performing analyses on data collected and available either through data analytics or the Nationwide Multi-State Licensing System and Registry (NMLS) in order to evaluate an application for licensure. The Licensing Examiner willroutinely communicate with licensees and pending applicants to resolve outstanding license items or deficiencies. Additionally, the Licensing Examiner will regularly confer with management to discuss procedures, policies, standards and the results of the license application review including irregularities with the application documents and recommendations for corrective action.
The Licensing Examiner I position is located at the Division’s main office at 1000 Washington Street, Boston, MA. The position may require some travel throughout the Commonwealth of Massachusetts and travel out-of-state with some overnight stay.
Experience in the mortgage, consumer finance, money services businesses, debt collection, and/or banking industries.
Ability to read and interpret documents such as financial reports, and to analyze and summarize financial information as well as experience with compliance with state and federal consumer protection regulations.
Strong written and oral communication skills, analytical skills, knowledge of word processing and spreadsheet applications are also essential.
Primary Duties Include:
Review submitted applications for licensure to ensure organizations, individuals and associated control persons meet minimum financial responsibility requirements and demonstrate compliance with the particular statutory and regulatory criteria necessary to qualify for the issuance of the particular license.
Review and process licensees’ renewal applications to ensure particular statutory and regulatory requirements are met.
Utilize the National Multi-state Licensing System (NMLS), and may participate in meetings and discussions regarding the functionality and future development of the NMLS.
Prepare correspondence to companies and individuals relative to the application and renewal procedures.
Prepare written reports for Division management which summarize applications.
Assist in drafting regulatory actions to address licensee deficiencies and potential unlicensed activity in the Commonwealth.
Communicate regularly with licensees’ management staff and/or legal representatives to explain licensing processes and assist in the preparation of applications.
Assist in analyzing annual and quarterly reporting as part of the Division’s ongoing surveillance program to ensure the continued financial soundness of licensees, and to aggregate industry data and trends.
Participate in formal and on-the-job training in order to develop and acquire the knowledge, skills, and abilities necessary to facilitate the licensing process.
Complete other related duties as requested or assigned.
The non-negotiable annual salary for this position is $53,055.60 (NAGE Unit 6, Grade 10, Step 1).

Minimum Entrance Requirements:
Applicants must have (A) at least one year of full-time, or equivalent part-time, professional experience in accounting, auditing, or bank examining work, or (B) any equivalent combination of the required experience and the substitutions below.
Incumbents are required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
I.A Bachelors or higher degree with a major in accounting, business administration, business management, banking or finance may be substituted for the required experience.*
