Job Description DOER is seeking a Legal Counsel(Counsel II)staff member to join its LegalDivision. Counsel II would serve as legal counselin Department of Energy Resources’ (Department) administrative proceedings as well as proceedings before the Department of Public Utilitiesregardingvarious energy matters including oversight of the energy industries in the Commonwealth. The Counsel II will work on complex regulatory matters concerning energy efficiency, renewable and alternative energy, MAGreenCommunities, and alternative transportation, as part of a team with other attorneys as well as technical staff (e.g., analysts, engineers, and economists). Proceedings may be adjudications, rulemakings, and other proceedings, which may have multiple parties and involve complex legal and technical issues (e.g., rate-setting for public utilities, energy policy, and new legislation). This position involves a substantial amount of legal analysis and writing and requires at least three years of energy and/or public utility law experience. Responsibilities include, but are not limited to, the following: * Serving as a Department case manager by tracking procedural schedules and deliverable deadlines,conductingandparticipatingin public hearings and evidentiary hearings, making written and oral legal recommendations, and working and coordinating with policy and technical staff to ensure the development of thorough pleadings and filings with respect to the Department’s positions andfindings; * Presenting recommendations and draft documents, pleadings, comments,briefsand other regulatory filings for and on behalf of theDepartment; * Preparing legal research and/or memoranda on agencyjurisdiction,proceduresand standards, as well as on applicable law and precedent; and * Representingthe Department in regulatory proceedings before other state and federal administrative agencies. * Resume andCover Letterarerequired– mark ‘as relevant’ inMassCareerstosubmitwith the application. Required Qualifications: * Admission to the Massachusetts Bar * At least three years of full-time, or equivalent part-time, professional experience in the practice of law and specificallyin the area ofenergy or public utility law * Strong organizational skills * Ability to communicateclearly and effectively in oral and written form * Strong interpersonal skills, including the ability tomaintaineffective working relationships with persons at all levels * Preferred Qualifications: * Experience in administrative law, public utility law, energy law, or environmental law is highly desirable, including having filed briefs or comments witha state or federal regulatory body. * Please provide a Cover Letter describing your interest in the position as part of your application. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
