The Investigations Center of Expertise (COE) is a unit within HRD that investigates most HR-related complaints across Executive Departments. The COE investigates complaints related to: Discrimination, Sexual Harassment, Domestic Violence/Sexual Assault/Stalking, Workplace Violence, and Retaliation. Job Summary: HRD is seeking an Investigator to join the COE team. The Investigations COE is responsible for ensuring compliance with HRD policies, regulations, and relevant Executive Orders through timely investigation of complaints and the production of high quality, professional investigations and reports. HRD's Investigations COE is responsible for investigating alleged violations of statewide policies pertaining to: * Sexual Harassment * Discrimination * Workplace Violence * Domestic Violence/Sexual Assault/Stalking * Retaliation related to the above HRD's Investigations COE will receive, log and assign to Investigators all such complaints for investigation for all Executive Branch Agencies in accordance with HRD Guidelines. The Investigations COE is responsible for conducting required investigations as assigned, preparing reports of such investigations, collecting and analyzing data on critical incidents, as well as performing other related functions such as consulting with Agency Heads or their designee for appropriate follow up to investigations. Responsibilities: * Conduct complex investigations of all types into violations of statewide policy. * Have knowledge and remain up to date with employment laws and regulations (e.g. MGL c. 151B, Title VII, ADA). * Develop investigative plans. * Locate and secure evidence. * Interview witnesses and other parties. * Assess credibility. * Process and synthesize facts and complex issues. * Draft detailed interview and investigative reports. * Draft findings in a clear, concise and logical report. * Conduct intake, when necessary. * Communicate with Agency HR about investigation status. When appropriate, participate as a team member in assisting labor attorneys in grievance, arbitration, and/or court preparation, including testifying in arbitrations or other court proceedings. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
