_About the Organization:_ The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools. The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. The Division of Occupational Licensure is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The Investigator (Compliance Officer III)is primarily responsible for conducting compliance, inspections, and investigations, across the Commonwealth, of individuals and businesses licensed by the Division of Occupational Licensure’s 26 boards of registration and the Office of Public Safety and Inspection. This position is currently assigned to the Real Estate Team within the Office of Investigations (“OI”) and is primarily responsible for conducting inspections of real estate businesses and investigating complaints against licensed and unlicensed individuals and businesses engaged in the practice of real estate, public accountancy, and related boards. The Investigator may also investigate consumer complaints alleging violations of laws, rules and regulations of all the professions licensed by DOL. The Investigator's team assignment within OI, and the professions and/or boards the incumbent is assigned to inspect and investigate complaints for, may change at any time based on the operational needs of the Agency. Duties and Responsibilities:(these duties are a general summary and not all inclusive): * Conduct regular on-site visits to licensed and unlicensed businesses to verify compliance with all governing laws, rules and regulations, or to investigate complaints. * Investigate consumer complaints in accordance with the OI priority system, as assigned, for violations of laws and regulations for professions licensed by DOL. The Investigator will primarily investigate complaints related to the real estate profession. The Investigator may be asked to support and investigate a variety of professions licensed by DOL and the Office of Public Safety and Inspections. * Investigatory responsibilities include but are not limited to: conducting interviews; obtaining documentation and physical evidence; record reviews; evaluations; and summary writing, for all assigned professions and/or trades. * Effectively communicate findings discovered during each investigation and inspection through written and oral reports. * Perform duties related to maintaining investigation and inspection records in an electronic manner within the DOL’s database(s). * At the direction of OI or DOL management, collaborate with other law enforcement entities, including federal and state agencies, on joint investigations. Special focus and priority should be given to those investigations involving allegations of human trafficking, as they relate to professions licensed by DOL. * Appropriately manage investigative follow up and consistently respond to telephone and/or e-mail inquiries from the public and other professional, governmental, and law enforcement agencies. * As requested, attend board meetings to present investigative findings resulting from assigned complaints. * As requested, testify as a witness at adjudicatory hearings. * Complete all investigations within the Agency’s prescribed timeframe according to the priority system. * Perform related duties such as maintaining records, preparing correspondence, entering data into Agency databases, and attending meetings or professional trainings. * Preferred Knowledge, Skills, and Abilities:* * Experience in the practice, investigation, and/or enforcement of the statutes and regulations governing the professions the Investigator is responsible for inspections and/or investigations. * Experience working with law enforcement on investigations. * Excellent written communication skills. * Ability to handle highly sensitive and confidential information with discretion. * Demonstrated ability to work independently and meet deadlines. * Experience identifying signs of human trafficking and familiarity with laws and resources related to combating this practice. * Proficient with the Microsoft 365 Suiteincluding Word, Excel, Teams, PowerPoint, OneDrive and Outlook.
