The Executive Office of Energy and Environmental Affairs seeks applicants for the position of Manager of Seasonal Hiring. This is an exciting time to join the Executive Office of Energy and Environmental Affairs (EOEEA) Human Resources Shared Service Team as we work to strengthen the Human Resources function throughout the Secretariat and its agencies. EOEEA is a mission-driven state environmental organization that is experiencing strong, sustained growth, placing increased demand on its Human Resources services. The Seasonal Hiring Manager works in a hybrid environment. Position Overview: The EOEEA Human Resources Manager of Seasonal Hiring is responsible for overseeing and managing the entireseasonal recruitment process. This position reports to the Director of Recruitment and leads a team of Human Resources Specialists in the management of Seasonal Hiring activities for all EOEEA agencies. The primary focus of the role will be on improving and streamlining the seasonal hiring process while ensuring compliance with employment laws and regulations. This role also requires the incumbent to communicate effectively, collaborate across departments, and provide executive-level presentation on the status of the hiring process, especially during the busy summer season for the Department of Conservation and Recreation. Key Responsibilities: · Manage and lead a team of Human Resources Specialists supporting the agencies’ Seasonal Hiring initiative in achieving recruitment and hiring / fulfillment goals. · Oversee, develop, and implement effective seasonal recruiting strategies to attract and retain top talent including the Seasonal Recall process for DCR. · Source, screen, and select candidates for various seasonal positions utilizing continuous requisitions (pipelines) and candidate management. · Collaborate with agencies on the development of seasonal job descriptions. · Ensure compliance with employment laws and regulations throughout the hiring process. · Collaborate with various departments to understand their seasonal staffing needs. · Compile and present executive-level presentations on the status of seasonal hiring processes. · Continuously research and implement process improvements to enhance the efficiency and effectiveness of seasonal hiring across EOEEA. · Oversee data management related to the seasonal hiring processes. · Manage negotiation processes related to seasonal employment offers if applicable. · Facilitate full-cycle recruitment in a fast-paced environment, working across multiple agencies. Preferred Qualifications: · Bachelor's degree in Human Resources, Business Administration, or a related field (Master'sdegree preferred). · Must be flexible andhave the ability tomeet deadlines. · 5 years of experience in HR, with a focus on seasonal hiring and recruitment. · Strong knowledge of employment laws and regulations. · Excellent communication and collaboration skills. · Prepare to handle rapid changes in workforce size. · Proven experience in managing a team and driving results. · Ability to compile and present executive-level presentations. · Proficiency in data management and analysis. · Full cycle recruitment and add High Volume experience needed with quick turnaround. · Innovative mindset with a continuous improvement focus. · High degree of adaptabilityand organization. · Familiarity with collective bargaining process. · Ability to meet competing agencies needs around recruitment and placement initiatives. · Ability to work across HR to implement hiring initiatives. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
