The Committee for Public Counsel Services (CPCS), the Massachusetts public defender agency, is seeking applications for an HR Assistant who can provide excellent customer service and administrative support, ensure accurate data entry in our HRIS systems, and create and maintain personnel records consistent with statutory requirements.

CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, child welfare, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.
The Human Resources (HR) Assistant is a key position on the Human Resources Team for the Committee for Public Counsel Services (CPCS). The HR Assistant provides excellent customer service and administrative support, processes employment and education verifications, and creates and maintains personnel records consistent with statutory requirements. The ideal candidate will be highly organized, creative and detail oriented, enjoy interacting with people in a friendly work environment, and take satisfaction from working in an Agency whose mission is to protect the fundamental legal rights of indigent persons. The HR Assistant reports to the Director of Human Resources Management.
MINIMUM ENTRANCE REQUIREMENTS
The successful applicant must have:
Associate’s degree in related area and at least two years of experience in human resources or a related field; or an equivalent combination of education, training, experience, and skills are required; and,
Access to a personal computer with home internet access sufficient to work remotely.
Knowledge of, and experience working with, HRCMS (or PeopleSoft applications)
Proficiency in, and experience with, Microsoft Office systems (Outlook, Word, Excel, Access, and Power Point)
Ability to maintain confidentiality and to exercise considerable judgment and discretion;
Excellent customer service and communication skills; and
Excellent organizational skills and attention to detail.
The duties of the HR Assistant include, but are not limited to:
Providing excellent customer service to all who interact with the HR department by responding in a timely, accurate, respectful, and professional manner to customer service questions and requests;
Creating, maintaining, and updating personnel files for current and former employees to ensure confidentiality, timely and accurate recordkeeping, and compliance with applicable statutes; scan documents to maintain the electronic personnel filing system;
Processing and completing employee verifications for various items, including credit and mortgage applications, Public Service Loan Forgiveness, and tuition remission;
Ordering and tracking business cards for employees consistent with the established process, and supporting Facilities in creating and editing employee ID cards as needed;
Processing temporary worker requests, maintaining temporary worker log, and communicating with Finance, offices, and temp agencies;
Maintaining and organizing the HR Office Suite, including ordering of office supplies and brochures on benefits or materials needed for recruitment or other HR activities;
Organizing and maintaining files, records, and manuals on HR policies and practices;
Secondary back-up for entering and updating employee data in HRIS/HRCMS;
Handling incoming and outgoing mail for the Department;
Coordinating the procurement and distribution of Employment and Labor Law Posters;
Providing administrative support to the Director of Human Resources;
Providing general administrative support to other members of the HR Team, including monitoring the Department’s phone and email communications and tracking and forwarding requests to appropriate HR team members;
Assisting the HR Director and HR Department with special projects as assigned and providing back-up for other HR staff when needed;
Responsible for monitoring and updating the HR Intranet pages; and,
Other duties as assigned.
