Salary Range: $65,586 - $72,145 per year

Schedule: Monday - Friday on-site

Job Summary:

The Human Resource Manager will partner with the Director of Human Resources (HR) to attract and retain a diverse and talented workforce. Understanding that the life cycle of an employee begins with recruitment, this position will lead and direct the recruiting functions of the HR department, manage the HR Coordinator-Recruiter and direct the overall recruiting function including sourcing, interviewing, onboarding, and orientation. The HR Manager will have a particular focus on retaining talent as a key contributor in fostering a positive and supportive work environment. This role is also responsible for providing administrative support to the human resource function as needed, including record keeping, file maintenance, compliance and safety management, and Human Resources/Payroll electronic system entry and tracking.

Oversees the HR Coordinator-Recruiting and daily tasks

Essential Responsibilities:

Talent Acquisition

  • Relies on experience and best judgment to coordinate and accomplish agency hiring goals.

  • Supports and encourages agency goals as it relates to diversity, equity, inclusion and opportunities for recruitment and staffing of internal staff, and external applicants.

  • Oversees the agency’s talent acquisition process, to include recruitment, interviewing, and hiring of qualified job applicants, particularly managerial, exempt, and professional roles.

  • Ensures the agency is up to date on best recruiting practices, such as advertisement, appropriate job boards, other social media sites, and colleague search and college and university employer resource services.

  • Oversees the development of a network of employer resource services and participates in job and/or college fair activities, recruitment events and agency open houses.

  • Ensures all candidates in the Applicant Tracking System (ATS) are responded to with follow-up communication (letters and/or phone calls) at the end of the recruiting process.

  • Collaborates with Director of HR and department leadership to identify specific techniques and practices that managers can use to reinforce concepts in key areas of recruitment.

  • Ensures Onboarding & Orientation process aligns with agency policies and practices.

Employee Relations

  • Together with the Director of HR, create and implement employee relations strategies and policies to foster a positive and supportive work environment.

  • Provide guidance on employee policies and procedures.

  • Conduct employee exit interviews and satisfaction surveys and make recommendations for continuous improvement of work culture.

  • Together with the Director of HR, develop proactive approaches to resolve conflict in the workplace.

  • Provides support and guidance to HR staff, management, and other staff when complex, specialized, and sensitive employee Investigates employee issues and conflicts and brings to resolution or determines the need to escalate the issues/conflicts to Director of HR

  • May be required to administer and execute routine tasks in delicate circumstances, in conjunction with the HR Director, such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

  • Assists with the implementation & functioning of performance evaluation and development program.

Department Goals and Administration

  • Partner with HR Director to ensure strategic HR goals are aligned with agency initiatives.

  • Partner with HR Director to ensure all HR systems and processes are followed according to organizational policies.

  • Provides support and guidance to HR staff.

  • Exercises discretion in dealing with sensitive and confidential matters like employee data and organizational changes to ensure the security of information, data and files.

  • Processes documentation and prepares reports relating to onboarding, recruitment, performance reviews, and general work activity.

  • Keeps up to date with the latest HR (recruiting, organizational development, safety, compliance) laws, trends and best practices.

  • Reinforces agency policies, rules, and procedures to ensure employees’ safety.

  • Adheres to agency code of conduct.

  • Performs other duties as assigned

Education and Experience:

  • Demonstrated experience in any of the following areas: organizational and staff development, recruitment, or human resources.

  • High School Diploma or equivalent required with at least ten (10) years of human resources, recruiting or related experience; Associates level in human resources, organizational development, recruitment or related field and/or equivalent experience and at least seven (7) years of human resources, recruiting or related experience; or Bachelor’s or above level in human resources, organizational development or related field and four (4) years’ experience.

  • PHR or SHRM-CP Certification or equivalent certification in human resources preferred, not required.

  • Working understanding of human resource principles, practices, and procedures.

  • Strong computer skills with ability to use a variety of computer systems including, HRIS software, MS Office Suite (Word, Excel, Outlook and PowerPoint).
