State of Massachusetts Healthy Homes Manager in Boston, Massachusetts

The Deputy Director for the Division of Healthy Homes and Childhood Lead Poisoning Prevention (DHHL)is responsible for assisting the Director in guiding day-to-day programs operations, setting strategic direction, developing and implementing policy, tracking metrics, building relationships and working across DPH bureaus and across the executive branch to promote the Division’s mission. The Division of Healthy Homes and Childhood Lead Poisoning Prevention (DHHL) creates and protects safe and healthy living environments, especially for children and families in Massachusetts, through regulation, targeted interventions, and education. DHHL promotes the principles of healthy housing——keeping homes dry, clean, safe, ventilated, maintained, thermally controlled, free from pests and contaminants, affordable, accessible, climate resilient, and prepared for emergencies. _Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ Program Operations * Manage, supervise, and support multi-disciplinary units of the division, including but not limited to healthy homes, and primary prevention units * Assist the Director in program planning and evaluation; * Develop, implement and revise and/ or update policies; * Become the subject matter expert on HUD Lead Hazard Control grants, manage grant deliverables and requirements. * Research and identify new funding opportunities. * Recruit, train, and evaluate staff. * Develop tools and resources to manage, track and report on priority cross-program/agency initiatives. * Assess ongoing strategies to ensure alignment with BCEH and DPH priorities. * Oversee initiatives with the Bureau, other state agencies, local public health, and other partners to monitor progress and implementation of projects and initiatives. * Ensure deadlines are being met for collaborative projects. Monitor and flag any unanticipated issues as needed for the Bureau Director and Deputy Directors. * Prepare summaries and briefings and determine appropriate time for input and/or distribution. Strategy and Policy Development and Implementation * With input from the Bureau Director, Deputy Directors, and senior staff, develop processes and procedures to design, develop and coordinate cross-programmatic strategies, and implement program initiatives, policies, and communications. * Develop policies that consider and improve the links between health outcomes and environmental conditions. Inspire and guide staff on the organization’s needs and direction. * Continue implementation of a recent reorganization including onboarding staff from other divisions and managing change for current staff. * With the division director co-create and implement a strategic plan for the division that integrates and leverages existing resources and activities. * Flag risks and propose recommendations, solutions and mitigation. * Identify weaknesses and gaps in current programs and propose solutions. * Participate in regulatory and policy development and draft or revise training materials and educational programs. * Facilitate relationships and goals that break down subject matter silos. * Prepare materials for Bureau leadership, the Commissioner’s Office, state, federal and local agencies, and stakeholders. Outreach and Capacity Building Activities * Collaborate across the Bureau and department to develop effective professional relationships and cohesive working groups. * Bridge partnerships and engage key stakeholders to leverage resources and maximize impact. * Inventory and document other places around state government doing the same or similar work. * Identify opportunities for new collaborations around housing and the environment * Educate the Department, other Executive Branch agencies and local community groups and stakeholders about the role of healthy homes with respect to public health. * Represent the Bureau in meetings with other Bureaus and Offices, state agencies, and community groups on request of the Bureau Director. * Act as a resource and liaison to other local, state, regional, and federal agencies. Management and Leadership * Provide leadership, motivation and support within the organization, effectively delegating tasks and assignments. * Establish a high standard of performance for all staff; recognizing, developing and utilizing their leadership abilities. * Participate in strategic planning efforts and facilitate socialization of bureau and division strategic initiatives. * Encourage team to see themselves as subject matter experts. Ensure they have professional opportunities, keep themselves updated on current trends and fast-moving technology and are comfortable sharing their expertise with the division and the department. * Exercise a high degree of independence and good judgement. * Possess the ability to be flexible and adjust to unexpected developments. * Work in a high visibility, political environment which often requires working under the pressure of very short timelines. * May be required to perform other dutiesas assigned; may include functions in support of emergency declaration. _Preferred Qualifications:_ * Experience managing a union workforce. * Able to work in fast-paced and evolving environment with high level of scrutiny. * Ability to maintain effective and harmonious work relationships with employees, professional groups and industry members. * Experience directing, managing and/or supervising multi-disciplined public health-related regulatory programs. * Exceptional organizational and time-management skills. * Strong leadership skills with the ability to build a skilled and effective team. * Excellent communication skills. * Analytical capability. * Ability to develop and implement a data driven strategic plan to achieve the goals and objectives. * Knowledge of the principles of public health. * Capacity to communicate effectively with various stakeholder groups regarding program’s policies and practices, these groups include professional organizations, press, public, etc. * Able to write and communicate concisely to express thoughts clearly, and to develop ideas in a logical sequence. * Capability to coordinate the efforts of others in accomplishing work objectives. * Understands the social determinants of health and commits to addressing upstream structural barriers and challenges to improve housing access and quality, especially for communities with the high-risk housing stock. * Experience working in public health, government, or other large organizations. * Capable to work across agency boundaries confidently and effectively and utilize persuasion, negotiation, and other dimensions of influence to set direction, gain commitments, build trust, and motivate and coordinate others outside the direct chain of command. * Capacity to build project buy-in and support across teams. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.
