State of Massachusetts Grant and Budget Manager in Boston, Massachusetts

The Bureau of Family Health and Nutrition (BFHN) under the Massachusetts Department of Public Health (DPH) is seeking a dynamic and experiencedGrants & Budget Managerto provide fiscal oversight of revenue, audits, grant funds, invoices, payroll, and a variety of financial accounts. The ideal candidate will have a strong background in financial planning and analysis and a detailed, analytical approach. This position plays an integral role to the mission of advancing and sustaining equity for BFHN staff and the communities and families served by supporting BFHN in its efforts to integrate racial justice and health equity, families’ lived experience and family centered outcomes in the development and administration of BFHN programs. The selected candidate is responsible for day-to-day fiscal management within BFHN’s Administration and Finance (A&F) division. Duties include the coordination and support of key personnel; management of grant timelines and budgetary plans; and monitoring of ongoing fiscal needs. The Grants & Budget Manager will serve as a first-line resource for fiscal staff by navigating issues, coordinating training, and providing resources for support. This position oversees a staff of 3 to 4 Post-Award Contract Specialists and other fiscal support staff. The role will also assist in the development of policies, procedures, and standards for the Bureau’s financial objectives. The position plays an active role in support of BFHN’s federal, state, and trust funds in excess of $187M. The Grants & Budget Manager is primarily supervised by the A&F Director with additional support and direction from the Bureau Director and Deputy Bureau Director to ensure all fiscal operations are in alignment with the mission and priorities of the Commissioner’s office. _ /Duties and Responsibilities (these duties are a general summary and not all inclusive):/_ * Establish effective communication tools and feedback mechanisms to provide support to A&F Division staff. * Develop and implement strategies to support the professional growth and career advancement of direct reports through feedback and annual performance reviews. * Assist in the hiring and training of Administration and Finance staff. * Oversee the A&F Division strategic plans, setting short- and long-term goals and objectives, and providing adequate resources to meet team and organizational goals. * Conduct annual performance evaluations and provide continued professional development to staff. * Organize and direct work schedules and assignments to meet program needs and goals. * Coordinate team meetings to share information and ensure alignment. * Participate in the development of policies, procedures, and operational issues to support the Bureau’s program planning activities. * Develop protocols and processes for vendor procurement and ongoing contract monitoring. * Standardize financial procedures and protocols across all Bureau divisions and programs. * Develop policies, procedures, and internal controls to ensure compliance and grant requirements are met accurately and timely. * Develop and submit reports to the A&F Director regarding fiscal grant compliance and spending levels, and recommend allocation or coordination with Accounting and Budget to streamline revenue and expenditures. /_Preferred Qualifications:_/ * Experience with budget preparations, projections, and variance analysis. * Knowledge of financial reporting and/or financial analysis principles including payroll forecasting, and business analysis. * Ability to manage multiple projects simultaneously and to respond to changes in priorities in a flexible manner. * Capacity to plan, prioritize and delegate tasks, and to utilize staff members to accomplish assigned work objectives. * Skilled in problem solving, consensus building, conflict resolution and team building. * Talent for identifying risks; developing and applying logical and effective mitigation strategies. * Demonstrated knowledge or ability to learn state and federal finance laws and regulations. * Experience and knowledge of the principles, practices, and techniques of supervision and an ability to resolve personnel conflicts effectively. * Aptitude for working in fast-paced with an ever-evolving environment that has a high level of scrutiny. * Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams.
