State of Massachusetts Financial Assistance Specialist in Boston, Massachusetts

The Office of Family Access & Engagement seeks to hire a Financial Assistance Specialist who will manage the review of access to financial assistance for Department of Early Education and Care programs. This position monitors eligibility determination interprets childcare financial assistance policies, exceptions, variances and other related responsibilities. This position provides training and technical assistance to contract providers and childcare resource and referral agencies on financial assistance policy, procedures, and system processes. They work closely with the Legal Unit, Fiscal and Audit and Compliance teams to ensure the proper administration of application of policy and procedures for childcare financial assistance. This includes providing input and guidance for complicated financial assistance appeals, policies, and procedures. Key Responsibilities: • Help constituents apply for childcare financial assistance review process and responds promptly to constituents’ questions and emails. • Investigate and review allegations concerning denial, termination or reduction of childcare financial assistance, non-payment of fees and other related issues. • Coordinate review of information with other Early Education Care units, i.e., Legal, Licensing, Fiscal, and Audit and Compliance. • Implement fair hearing process in compliance with department regulations and policy, which provides an equitable means for consumers to grieve a decision to deny, reduce or terminate services based upon established criteria. • Refer appeals and possible fraud to legal for review. • Interpret eligibility/childcare financial assistance policies, exceptions, variances, etc. • Evaluate childcare financial assistance programs to recommend revisions to current program models or development of new program models to improve service delivery to children and families. • Work closely with state and local agencies to ensure that the childcare financial assistance programs are responsive to the childcare needs of their respective target populations. • Work with stakeholders to record concerns related to the application of childcare financial assistance policies and procedures. • Handle all email and phone inquiries and responses regarding policies and practices related to childcare financial assistance. • Provide technical assistance, training and support to programs and agencies administering childcare financial assistance. • Other duties as assigned Preferred Qualifications: • Strong organizational skills and high attention to detail; • Ability to maintain a professional demeanor in person, in written communications, and over the telephone; • Ability to work on multiple tasks and/or projects concurrently; • Knowledge of child development, early care and education, agencies, and organizations involved in early care and education of children birth to 14, and family support/education; • Extensive skills using computers, databases, and Microsoft Office; • Ability to analyze and determine the applicability of policy data, to draw conclusions, and to make appropriate recommendations; • Ability to follow written and oral instructions; • Ability to exercise discretion in handling confidential information and to exercise sound judgement; • Ability to gather information by examining records and documents and by questioning individuals; • Ability to maintain accurate records. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
