State of Massachusetts Finance Senior Manager, Delivery System Investment, Finance in Boston, Massachusetts
The Executive Office of Health and Human Services (EOHHS) seeks qualified applicants for the position of Senior Manager of Delivery System Investment, Finance, MassHealth. EOHHS is the largest Commonwealth secretariat, and its work touches the lives of all Massachusetts residents. The/Senior Manager of Delivery System Investment, Finance/will report directly to the Deputy Director of Delivery System Investment, and be responsible for managing multiple investment programs and budgets, including: * Delivery System Reform Incentive Payment (DSRIP) program, authorized by the Center for Medicare and Medicaid Services (CMS) under MassHealth’s current Section 1115 waiver * Future investment programs authorized under MassHealth’s next Section 1115 waiver * Budgets to support these investment programs * Other delivery system investments, as appropriate The DSRIP program is a 5-year, $1.8 billion investment program authorized under MassHealth’s current Section 1115 demonstration that provides support for (1) implementation of payment and delivery system reforms that promote member-driven, integrated, coordinated care and hold providers accountable for the quality and total cost of care; and (2) improvement of integration among physical health, behavioral health, long-term services and supports and health-related social services. The DSRIP program provides direct funding to Accountable Care Organizations (ACOs), Community Partners (CPs), and Community Service Agencies (CSAs), and provides additional support to these entities through the Statewide Investments (SWIs), a portfolio of initiatives meant to improve statewide workforce capacity and development. The DSRIP program is slated to conclude at the end of December 2022, with significant close-out activities to be performed in the subsequent years. MassHealth has also recently submitted a request to CMS to extend its Section 1115 waiver (https://www.mass.gov/masshealth-demonstration-waiver), which includes potential investment programs, pending CMS approval. The successful candidate is a seasoned professional with a solid background in budget management, financial modeling, grant administration, project implementation, and the ability to successfully navigate multiple workstreams. Duties and Responsibilities (these duties are a general summary and not all-inclusive): * In collaboration with the Chief of Payment and Care Delivery Innovation, the Deputy Director of Delivery System Investment, and MassHealth Budget and Finance Teams, manage the financial affairs of $1.8B DSRIP program, ensuring that the program’s objectives align with the state’s policy initiatives * Manage all DSRIP funding payments made to state contractors, which includes determining how much DSRIP funding each contractor receives, facilitating payment to those contractors, and tracking those payments to ensure proper records are kept * Closely work with other EOHHS fiscal stakeholders to appropriately claim federal reimbursement dollars for DSRIP payments * Manage DSRIP financial reporting obligations to CMS, the state legislature, and other stakeholders * Manage DSRIP close-out financial activities to ensure a smooth and successful completion of the DSRIP program * Manage financial aspects of future investment programs potentially authorized under MassHealth’s next Section 1115 waiver, which is currently under review by CMS. Such programs may include the Flexible Services Program, a pilot program that funds the provision of certain housing supports and nutrition supports for certain ACO members * In close collaboration with MassHealth and MassHealth Budget and Finance Teams, manage various multi-million-dollar budgets and budget processes used to support the DSRIP program, the ACO Program, the Community Partners Program, and other delivery system investment programs * Develop and manage the finances of other delivery system investment programs, as appropriate * Design and lead project management structure, which includes tracking project milestones, identifying risks and mitigation strategies, tracking timelines, and budgets * Managing a direct report in support of all aforementioned duties and responsibilities * Perform other duties as required Preferred Qualifications: * Proficient quantitative modeling/Excel skills * Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion * Substantive experience with budget management and grant fiscal administration * Experience with procuring and managing vendors and contractors * General knowledge of economic principles and experience building financial models to provide the basis for policy development * Effective communicator both in writing, slide preparation, and oral presentation * Competence in mediating conflict, coordinating competing interests and working under time constraints * Solid record of decision-making ability which includes properly assessing the impact of outside forces, setting priorities and reaching decisions under pressure * Knowledge of federal and state laws and regulations governing grant administration, healthcare policy and financing * Familiarity with Medicaid program, especially in the Massachusetts landscape * Flexibility and ability to thrive in a fast-paced, dynamic environment Preferred Educational Qualifications: * A Bachelor’s Degree and at least five years of full-time or equivalent part-time professional, administrative or managerial experience in program management, grant management, program administration, financial analysis, and/or program planning * A Graduate Degree with a major in accounting, public policy, public health, business administration, public administration, a health-related field, or a finance-related field.
