Agency Overview The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. * *Position Summary The Energy Project Manager (RPIII) will plan and manage projects to support DCAMM’s Zero Carbon Initiative, the agency-wide carbon reduction effort. Projects are focused on energy and water efficiency, decarbonization, resilience, and other sustainability efforts at Commonwealth facilities including state universities, community colleges, courts, offices, state hospitals, prisons, sheriff facilities, and other buildings. The Energy Project Manager will coordinate between DCAMM offices, client agencies, and outside consultants to prepareenergy design-build Requests for Proposals, proposal evaluations, selected contractor recommendations, financial analysis, and contract reviews. The DCAMM Energy Team works to improve sustainability, energy and water efficiency, resilience, and the environmental footprint of the Commonwealth by providing energy efficiency, decarbonization, and sustainability programs to state agencies and their facilities. This position will follow a hybrid work schedule sharing time between remote and in-office work. Duties and Responsibilities: * Manage projects from inception through procurement and support design and implementation. o Work with facilities to develop project scopes that meet both savings requirements and facility needs. o Work with consultants to develop proposed scopes for cost-effective projects based on the assessment of facility needs, existing conditions, existing utility consumption, and Commonwealth decarbonization goals. o Review audits and reports to be sure pricing and paybacks align with applicable program requirements. o Address client agency and facility questions and concerns. o Manage procurement of design-build contractors to design and implement proposed project scopes. o Ensure all managed steps comply with contract, laws, regulations, OSHA, building permits, and other construction requirements. o Assist Design and Construction Teams throughout project design, implementation, closeout, and turnover for projects developed by Energy Team to ensure goals of project as presented in proposed scope are achieved. o Manage project closeout including collection of utility incentives and vendor payment. o Ensure internal DCAMM processes are followed. * Manage small projects (Utility Vendor) from inception through implementation. Implementation for Utility Vendor projects may include collection of vendor permits prior to construction, monitoring of project throughout construction, and ensuring timely delivery of projects, accuracy of scopes, closeout, and turnover. * Work with client agencies and facilities to support energy information systems, savings optimization, demand response, and other Energy Team programs. * Support DCAMM operations and maintenance staff to improve the efficiency and operations of its managed assets. * Review, analyze, and make recommendations regarding technical aspects of energy, water, and carbon reduction projects for state facilities. * Participate as an internal energy advisor on DCAMM building projects. * Support other team members on financial, engineering, or other matters related to project delivery. * Perform other duties as required. Preferred Qualifications: * Project Management experience. * Experience implementing energy/water projects or similar project management experience. * Thorough knowledge of planning, energy and water conservation, and sustainable building design principles and practices. * Strong background in buildings and related systems. * Ability to prepare and analyze spreadsheets and generate graphic representations of data. * Ability to prepare and deliver technical presentations. * Ability to coordinate multiple planning tasks, working both independently and with a diverse team. * Ability to accomplish objectives with few established guidelines and with minimal supervision. * Demonstrated quantitative, financial, technical, and problem-solving skills. * Strong written and verbal communication skills. * Experience developing financial cash flows and tracking reports. * Construction management experience. * Ability to juggle a high volume of different projects with multiple vendors spread geographically across the Commonwealth with multiple client agency contacts. * Ability to understand how scope of project will impact operations, and ability to communicate clearly to client agency to ensure their full cooperation and successful hand-off of project. * Highly organized. Able to track multiple projects and communicate status when needed. * Experience with MassSave programs. * Knowledge of current software such as Microsoft Word for Windows, Microsoft Excel for Windows, etc. License and or Certification Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.* II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental studies may be substituted for three years of the required (A)experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience.
