Public Buildings Service Energy Program Specialist in Boston, Massachusetts

Summary As anEnergy Program Specialist, you will serve as the regional lead, developing, adapting, and implementing management responsibility for the region to ensure efforts are directed towards meeting the national targets of the Energy Policy Act 1992 (EPACT 2005) as amended By the Energy Independence and Security Act 2007 (EISA2007).Location of position:PBS,Energy & Utilities Branch, Boston, MA. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Participates with water and utility companies on studies to plan, develop, and implement comprehensive water and energy efficiency projects. Analyzes and evaluates a variety of concepts, methods and technologies that will be beneficial to implementing future efficiency projects in other federal facilities. Coordinates and participates in comprehensive investigations, evaluations, and inspections to develop improved building operation, maintenance and repair, and modernization procedures for reducing operating costs and energy consumption.      Provides or directs others concerning the evaluation of management reporting systems. Develops and reviews cost and other reported consumption data retrieved from the Energy Usage and Analysis System (EUAS) to evaluate effectiveness of operating plans, procedures and performance standards in the Energy Conservation Program. Establishes procedures to investigate high, or unusual, energy consumption in buildings tracked by the EUAS. Works with local utility company officials and legal / contract representatives to negotiate and execute a Basic Ordering Agreement, Blanket Purchase Orders or Area-wide Energy Efficiency Projects and studies, which establishes terms and conditions applying to future contracts between GSA and utility companies. Reviews Design and Construction Division new construction plans and project directives to ensure proper compliance with energy efficient design criteria and to ensure the design is conducive to effective operations.   Requirements Conditions of Employment US Citizens and National (Residents of American Samoa and Swains Island) Meet all eligibility criteria within 30 days of the closing date Register with Selective Service if you are a male born after 12/31/1959 If selected, you must meet the following conditions: Current or Former Political Appointees:The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area). The work is usually performed in an office setting except for occasional travel to attend meetings and conferences or conduct on-site inspections. Appropriate safety equipment (e.g., hard hat, safety shoes) will be worn during on-site inspections. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; identifying and implementing energy conservation measures (tactical); energy audits; analysis of energy consumption/cost; and using tact and influence in negotiating due diligence activity with authorities.
