MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth. MassDOT’s divisions include: Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization. Duties & Responsibilities * Supervise, and oversee the environmental engineering and compliance programs, and directly/indirectly supervise a staff. Supervise consultants and contractors. Negotiate with regulators, prepare operating and capital budgets, scopes of work, technical reports, perfrom ermergency response to environmental incidents. * Provide work assignments, prioritize workload, coordinate with other departments for staff allocation, review reports, perform quality assurance, review safety protocols, review safety plans, perfrom staff perfromance reviews, reviews approves/disapporves personnel and administrative requests, prepare, analyze, establish capital and operating budgets, approve work orders, prepare, review, and approve purchase orders. * Interaction with Federal, State, local and other regulatory agencies on a regular basis at a variety of levels fron negotiating adminstrative consent orders to presenting plans at public hearings. Prepare, review, coodinate regulatory filings. * Coordinate with regulators on an emergency response basis regarding environmental incidents throughout the district. * Coordinate with federal, state, and local regulators such as EPA, DEP, City of Boston, all of the potential issues that may arise regardign the Metropolitan Highay System tunnel system and related ventilation buildings require including air quality and water quality, and 21E. * Develop work plans based on technical review and coordination with the regulators. * Prepare, review Plans, Specifications, Estimate for complex project * Perform Consultant and contractor supervision and oversight from start to finish for environmental engineering projects: scope of work preperation review, implementation of work plan, safety review, on-site inspection supervision and coordination with other departments, performance reviews, preperation of pay estimates, approval of invoices, review of adminstrative contract material, shop drawing review/approval, scheduling review and approval. * Prepare, review, and perform quality control for official communications, e.g. reports, letters, etc., to government agencies. Preferred Qualifications * Working knowledge of federal Clean Water Act, state water quality regulations and MWRA discharge permits / regulations. * Working knowledge of the Clean Air Act and related federal and state regulations. * Working knowledge of all other environmental regulations such as wetlands, hazardous waste, etc. * Working knowledge of water chemistry. * Negotiating skills, presentation skills, meeting skills. * Technical personnel supervision experience. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least five years must have been in a professional capacity and (C) of which at least three years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major In civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in environmental engineering, civil engineering. civil engineering technology, sanitary engineering. mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
