About EOTSS and the Massachusetts Data Office: TheExecutive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise-level IT services, and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts. TheMassachusetts Data Office (MDO), a division of EOTSS,is hiring a Director of Enterprise Data Analyticsto own the development and deployment of our data analytics program across state agencies. Under the leadership of the Chief Data Officer, the Data Office partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management, sharing and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public. About This Role: We are looking for aDirector of Enterprise Data Analyticsto join our organization. In this role, you willcollaborate with cross-functional teams of business, analytics, engineering, architecture, digital, legal, product management, risk management, IT operations, and security professionals to develop and maintain a sound, effective enterprise Data Analytics Program while building capacity for data-driven decision-making in government. You will work with partner agencies to adopt new tools, strategies, and practices to improve access, management, and use of our data assets across state government. This position is a full-time opportunity. The primary work location for this role will beOne Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance from the primary work location. The work schedule for this position isMonday through Friday, 9:00AM to 5:00PM EST.This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional local travel may be required. Come join the Massachusetts Data Office as our firstDirector of Enterprise Data Analyticsand help us build the future of data-driven government for Massachusetts! /All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training. / Responsibilities: · Take ownership over establishing the state’s Data Analytics Program across the enterprise. · Foster a culture of data-driven decision-making by promoting awareness and understanding of data's value across the enterprise. · Develop the Enterprise Data Analytics Program structure, including enterprise engagement, communications, and change management strategies. · Further develop the existing Enterprise Analytics Roadmap, including in the areas of cross-domain data standardization and integration, data sharing and enablement, and rapid analytics deployment. · Work with partner agencies to implement Roadmap initiatives and best practices for Data Analytics and data-driven decision-making. · Track roadmap implementation, monitor risks, and align adjacent initiatives with the strategic goals of the Enterprise Data Analytics Program. · Collaborate with the Director of Enterprise Data Governance to align the Enterprise Data Analytics and Data Governance strategies. · Facilitate enterprise communication about strategies, priorities, and issues; gain stakeholder buy-in. · Work with leadership, business, and technical teams at partner agencies on complex Data Analytics projects. · Staff, grow, and lead a program team to execute on Roadmap objectives. · Develop and provide education across state agencies in the form of workshops, documentation, and guides. · Evaluate and implement technical solutions for improving analytics development and delivery. · Evaluate the effectiveness of tools, strategies, and practices; draw insights and identify opportunities to improve enterprise analytics operations. · Perform other duties as assigned. About You: · Data Analytics expert who has designed and built successful enterprise programs unifying disparate groups, departments, and systems. · Strategic thinker who is comfortable defining a compelling vision and designing a measurable strategy to achieve that vision. · Decisive and self-directed leader who knows how to motivate cross-functional teams to deliver the right product. · Relationship-builder who is comfortable communicating, negotiating, and coordinating with both technical and non-technical stakeholders. Preferred Qualifications: * * · Ten (10) years of progressively responsible experience delivering Data Analytics results. · Minimum of three (3) of experience in a relevant leadership and people management role, which includes demonstratable experience designing and operationalizing a successful Data Analytics Program at the enterprise level. · Three (3) years of experience with Master Data Management. · Strong expertise in Data Analytics, statistical modeling, and data management; expertise selecting context-appropriate modeling, analysis, and reporting techniques. · Experience across diverse business domains. · Demonstrated ability to lead programs/projects from conceptualization through delivery—on time and on budget with full accountability and financial responsibility—in a large, data-centric, fast-paced IT environment. · Adept at evaluating and addressing project obstacles and drawing on the right resources at the right time in order to solve problems. · Excellent written and verbal communication skills. · Credible across both IT and business; ability to translate and communicate technical concepts, plans, and procedures to both technical personnel and non-IT business users. · Ability to engage resources outside of your direct control to achieve objectives. · Experience with current Data Analytics tools and platforms across the marketplace. · Government/public-sector experience is a plus. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
