This position is an anticipated vacancy. It is expected to be vacant by 08/09/2024. However, the current incumbent has a right to rescind their retirement, leave, or resignation up until the day of the expected vacancy date. Reports To: Deputy Chief of Instruction and Curriculum Overview of BPS: Founded in 1647, Boston Public Schools (BPS) is the oldest public school district in the country. Boston Public Schools (BPS) serves over 48,000 children in 119 schools. BPS enrolls over 17,000 students identified as English Learner students (ELs), with approximately 3,000 ELs with disabilities. Our multilingual students speak 100 different languages and represent 30% of the District’s total student population. In addition, 13% of our students are former English Learners who have attained English proficiency while in BPS. We fundamentally believe that schools are the unit of change where our school leadership teams and educators create rigorous, supportive, and safe environments for every child to reach their full potential. Our work as a district is to ensure this is possible at every one of our schools. Position Overview: The Director of Bilingual Programs ensures that Multilingual Learners in BPS have equitable access to a high-quality education where every student feels a sense of belonging in a school community that honors their linguistic and cultural identities. The Director of Bilingual Programs fosters a vision of multilingualism by providing high-quality instruction in Dual Language programs leading towards the Seal of Biliteracy upon graduation, while promoting language and content knowledge for each student's future success. The Director of Bilingual Programs builds shared understanding and collective responsibility for supporting the needs of Multilingual Learners by maintaining and expanding dual language programs and opportunities and strengthening tools and resources for high-quality and asset-based dual language education. The Director of Bilingual Programs actively engages with families and community stakeholders to increase understanding of Dual Language programming as an avenue to achieve BPS's educational vision, mission, and goals. The Director of Bilingual Programs requires significant change management among diverse communities of students, families, and professionals while fostering a voice among all community members impacted by the change. The Director of Bilingual Programs will report to the Deputy Chief of Curriculum and Instruction and operate out of the Office of Multilingual and Multicultural Education (OMME). Responsibilities: Instructional Leadership Facilitate a collaborative vision for an increased number of Multilingual Learners served in asset-based dual language programs and opportunities. Provide leadership in the instructional quality of existing and new Dual Language programs, resulting in positive student outcomes in developing language(s) and content area proficiencies. Monitor adherence to Dual Language principles, standards, and best practices to identify areas for professional development and program improvements. Develop plans for dual language Professional Development for educators and administrators, oversee the implementation of Professional Development Plans, and evaluate the impact on educator practices and student outcomes. Conduct classroom observations and instructional rounds with school-based and interdepartmental administrators to increase knowledge and school-based capacity for recognizing excellence in dual language instruction. Supervise and guide OMME Dual Language Instructional Coaches in the development, alignment, and implementation of Dual Language Curriculum. Provide leadership in selecting and implementing culturally responsive, high-quality instructional materials that promote acquiring language(s) and content area knowledge. Provide leadership in developing tools and resources that support high-quality, equitable, and asset-based dual language programs across the district. Program Development In collaboration with school principals and communities, support the enhancement, implementation, and oversight of high-quality dual language programs aligned to current research and best practices. Maintain and analyze Dual Language enrollment data; maintain and analyze Dual Language student performance and progress data; utilize data analysis to inform program improvements and the need for additional student support and interventions. Conduct a district-wide needs assessment of dual language opportunities, including a collection of actual data, evaluation of existing programs where necessary, analysis of educator licensure needs, and understanding of policy and implementation barriers leading to the enhancement or creation of new programs. Provide leadership in promoting family and community engagement in needs assessment and evaluation of programs, including but not limited to surveys, focus groups, responses to printed materials and presentations, interviews, and community meetings. Collaborate within OMME and other BPS departments to ensure that Dual Language programs have access to all support systems available to students and families. Compliance and Accountability Ensure that Multilingual Learners enrolled in Dual Language programs have their rights upheld regarding equal and equitable educational opportunity. Ensure systems are in place and strive to remove barriers for Multilingual Learners to earn the MA Seal of Biliteracy. Provide timely executive-level summaries on the progress of enhancing existing and creating new Dual Language programs to district leadership with risk analysis and research-based recommendations. Provide public-facing reports and presentations to elicit community review and response. Support with ensuring Racial equity planning tool is used regularly within OMME Performs such other tasks and responsibilities as may be assigned by the Chief of OMME, the Deputy Chief of Curriculum and Instruction, and/or the Senior Deputy Superintendent of Academics Qualifications - Required: Master’s degree from an accredited college or university in a related field Minimum 2 years experience in leading instructional teams with a demonstrated increase in the level of responsibilities and work performance in a large urban school district or large organization; Minimum 5 years of experience working with MLLs in an education setting; Proven record of designing cycles of learning for adults to better to improve instructional skills for MLLs; Demonstrated capacity to cultivate a team dynamic that seeks constructive criticism for continuous improvement, creates safe spaces for team feedback, and takes ownership of producing high-quality work in a timely manner; Strong interpersonal skills, including the ability to work with diverse groups of people. Excellent verbal and written communications skills, with good editorial skills. Excellent organizational skills with attention to detail; Ability to develop, articulate, and build buy-in to clear vision and mission; Ability to offer innovative solutions to seemingly intractable problems; Skill in exhibiting a strong focus on goals and results; sets clear metrics for success; Ability to thrive in an achievement-oriented and fast-paced environment; Demonstrated proficiency in excellent execution and project management skills, including the ability to balance the big picture with detailed steps; Demonstrate and model a deep understanding and commitment to equity, including interest in understanding self and others’ racial, ethnic, linguistic, and cultural identities in relation to educational opportunity and achievement. Proven ability to work independently, exercise judgment, and manage multiple tasks and priorities; Familiarity with Boston and Boston Public Schools; Current authorization to work in the United States. Qualifications - Preferred: Working knowledge of program design, implementation, and evaluation as it pertains to Dual Language, Transitional Bilingual Education, Sheltered Instruction, and SLIFE Programs; Second Language Proficiency in Spanish, Haitian Kreyol, Chinese (Mandarin or Cantonese), Vietnamese, Cape Verdean Creole, Portuguese, or Somali TERMS: Managerial, D61. Occasional evening and weekend work.
