Job Description Working under the supervision of the Director of Energy Efficiency (“EE”), theDeputy DirectorofBuilding Policywillassistthe Director and the Deputy Director of Building Codesinthe coordination and management of the Energy Efficiency Divisionand in the development and implementation of building policy for DOER. The Deputy Director will act as a stand-in for the Director when the Director is unavailable or when the management of projects and team membersrequiresadditionalcoverage. The Deputy Director willserve as a policy lead and subject matter expert in climate mitigation policies in Massachusetts as they relate to residential and commercial buildings. The Deputy Director willbe requiredto developand present policy development to the CommissionerandEEA.Policies will includebuildingenergyreporting, appliance standards,and otherbuilding policy areas as needed.The Deputy Director will supervise2-4 members of the Division (initially, subject to change). The Energy Efficiency Divisionis responsible forleadingMassachusettsenergy efficiency policy and programs.  In addition to chairing the Commonwealth’s Energy Efficiency Advisory Council (EEAC), which provides oversight of Massachusetts’ energy efficiency programs, the Division funds initiatives and administers grant programs to dramatically reduce greenhouse gas emissions in buildings.  The Division actively coordinates with other DOER divisions and state agencies to meetthe Commonwealth’s clean energy and climate mandatesthoughbuildingspolicy and programsincluding the Massachusetts Environmental Protection Act (MEPA), theBuilding Energy Code, building energy reporting,andother greenhouse gas(GHG)reduction strategies.   The Deputy Director’s primary responsibilities will include:    * Support the Director andcoordinateclosely with Director and Deputy Directorof Building Codestomanage andcoordinatethe division’swork,setpriorities,anddevelopnew program and policy ideas to deliver scalable, affordable, andequitableGHG emissions reductions from residential and commercial buildings in Massachusetts.   * Supervise staffincluding defining work products and timelinesand fosteraninclusive and collaborative culturewithin the EE Division.   * Assist the Directorand Deputy Director of Building Codesin the management andcoordinationoftheDivision, includingproject management, organizing division meetings,andother division needs.Lead in developing and implementing systems to track projects and staff deliverables. * Serve as stakeholder liaison and lead the EE Division in responding to stakeholder inquiries. * Lead EE Division’s effortswithmonitoringfederalappliance standards, participation in related stakeholder groups and the Commonwealth’s adoption of appliance standardsto advancethe adoption of increasedenergy efficientproducts and technologies.  * Support the EE Division’sworkwiththe Executive Office of Energy and Environmental Affairs climate team to plan and track progress toward statewide GHG requirements.  * Support EE Division and other DOER Divisions withDepartmentof Public Utilities (DPU)proceedings thatimpactbuilding decarbonizationsuch asgasand electricsystem planningandrate cases.  * Develop relationships with other states and throughout the region to keep track of best practices and lessons learned from other programs andidentifyopportunities for regional coordination to advance energy efficiency and building decarbonization.  * Manage the implementation and delivery of the Building Energy Reporting Program to ensure compliance with the relevant legislation and regulations. * Support priority policy and program implementation within the Division as needed, including building energy codes, Massachusetts Environmental Policy Act GHG Policy, Mass Save, grants and financing programs.  Required Qualifications     * Understanding of building decarbonization programs or policy  * Experience inenergypolicy and programimplementation * Experiencefacilitatingteams and supervisingstaff * Experience fostering diversity and inclusion withinteams  * Experience with stakeholder engagement andcoordination * Strong analytical and writingskills   * Knowledge of excel and dataanalysis  * Strong organizational skills,with proven project management skills  * Excellent problem solving and analyticalskills  * Experience with publicspeaking  * Experience integrating equity and environmental justice principles into policy orprograms  * Knowledge of the delivery of energy efficiency and decarbonization services in the Commonwealth and a basic understanding ofbuilding science  Preferred Qualifications   * Energy efficiency program design  * Understanding of utility ratemaking  Please provide aCover Letter describing your interest in the position alongwithyour resume MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
