State of Massachusetts Deputy Commissioner for Child, Youth and Families in Boston, Massachusetts

The Deputy Commissioner of Child, Youth and Families is responsible for ensuring that the Department of Mental Health (DMH) fulfills its mission to provide access to services and supports that meet the mental health needs of young children, youth and their families; establish standards and policies that ensure effective and culturally competent care that promotes resiliency and self-determination and protects human rights; and support mental health training and research within the child/adolescent mental health service system.

This includes oversight and administration of all mental health services to children and adolescents served by the Department of Mental Health, and serving as a leader within the Commonwealth on mental health services to children and adolescents and their families. The Deputy interfaces with the leadership in other agencies whose mission is to provide services to young children and adolescents and their families to ensure that the programs, services and policies of all child and family serving agencies are well-coordinated and integrated in meeting the mental health needs of children, youth, and their families.

The Deputy establishes a strategic vision for DMH policy, programs and services, that fulfills the agency mandate to provide a comprehensive system of care for young children and adolescents with serious emotional disturbance and mental illness; and the Deputy leads implementation of this vision to ensure that services and supports are coordinated and integrated across the spectrum of service providers and child serving agencies.

_Duties and Responsibilities (these duties are a general summary and not all inclusive):_

  • Provide executive leadership and strategic vision in the design and execution of all Division initiatives and activities to advance the Department’s mission of meeting the needs of young children and youth with mental and behavioral health needs and their families.

  • Administer the Department's mental health delivery system for children and adolescents including oversight, research, design, program planning, quality management, policy, standards, and case practice. This includes a wide array of services that may be state operated, contracted or provided through grants and interagency agreements.

  • Establish budget priorities for DMH child and adolescent services that align with EOHHS’ strategic goal of creating an integrated mental health service system that supports the needs of children, adolescents and their families and reflect DMH fiscal realities.

  • Represent DMH in a decision-making capacity on executive and senior level interagency committees that typically but not exclusively focus on creating an integrated approach to services for youth and their families. Establish protocols and agreements, develop and maintain ongoing cooperative and effective working relationships with senior and executive staff of all public child-serving agencies.

  • Identify opportunities for and lead implementation of grants and inter-agency agreements that expand and sustain the capacity of the Division meet the needs of the children and adolescents and their families.

  • Develop and maintain effective working relationships with legislators, advocacy groups, professional associations, and other constituents around all issues affecting the mental health of children. Provide guidance and information about children's mental health issues and current and emerging topics of concern.

_Preferred Qualifications:_

  • Rapid critical problem-solving skills

  • Knowledge of political drivers of change, processes, budget development and state government priorities

  • Demonstrated capacity to lead at an executive level in a complex, rapidly changing environment

  • Comprehensive knowledge of children's mental health and health and human service delivery systems, and the financing structures and program models within these systems

  • Demonstrated experience leading large child-serving initiatives, budget development and state government

  • Highly skilled consensus builder; highly skilled presenter in visible/public forums

  • Exceptional communication skills

  • Technical knowledge and understanding of management and financial principles

  • Knowledge of state contracting rules and regulations

  • Effective social skills and flexibility

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) eight (8) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least five (5) years must have been in a managerial capacity.
