TheMassachusetts Executive Office of Health and Human Services (EOHHS)is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. The Department of Developmental Services (DDS) is the health and human service agency which provides a variety of supports to children & adults with intellectual and developmental disabilities. Supports are designed to promote meaningful participation and inclusion in all aspects of community life. There are different eligibility criteria and services for children and adults. Services are individualized and planned to use a person-centered approach and are coordinated through our 23 Area and 4 Regional Offices. Services are provided through contracts with not-for-profit agencies or through two self-directed service options and are monitored through a variety of quality management systems. EOHHSis seeking to hirea highly motivated Deputy Assistant Chief Information Officer (DACIO) to join theEOHHS-IT Teamfocused on activities within theDepartment of Developmental Services (DDS) Team. The Deputy Assistant Chief Information Officer will support the ACIO, providing leadership and guidance in critical areas of technology administration, including budgets, resource planning, policies, technology evaluation and service development, delivery, and deployment. This role includes a large contingent of IT Operational Support; engaging with business stakeholders and other IT Partners to triage and resolve issues. This individual will assist the ACIO in managing business operations to improve effectiveness and quality. The incumbent of this role will provide leadership and direction across the agency in support of the Agile transformation. In their role, the successful candidate will analyze technology trends and advancements in planning for long-term direction of the DDS IT organization. This individual will serve as a designee when needed as assigned by the ACIO as the principal IT liaison and/or providing direct supervision of Contracts, Contractors, or Full Time Employees. The primary work location for this role will be at 1000 Washington St, Boston, Massachusetts 02118.The work schedule for this position is Monday through Friday, 8:00AM to 4:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. /The DACIO is expected to occasionally travel to the 4 DDS Regional MA offices located in: Danvers, Worcester, Wrentham, and Springfield. The DACIO may also be requested to travel to DDS area offices or group homes within the Commonwealth of MA./ Responsibilities: * Provide continuous oversight and triage operational issues by working with business stakeholders and other IT Partners to document, support and improve existing processes. * Support the agency’s Agile Transformation by participating in meetings and recommending programs and applications that support the Agile methodology. * Assist the ACIO in leading overall strategic planning to achieve business goals by prioritizing initiatives and coordinating the evaluation, deployment, and management of projects. * Assist the ACIO in governance oversight, project and portfolio management, and service delivery management. * Recommend, design, and implement new procedures to mitigate risk and ensure audit compliance. * Serve as liaison between stakeholders at multiple levels of state agencies and external provider groups to improve operational support. * Analyze requests for new or enhanced systems by reviewing documentation and consulting with end users and technical personnel to assess user needs to determine feasibility of automating solutions to user issues. * Participate in overarching team goals and initiatives, offering innovative, constructive ideas to further the departments’ success and growth. Preferred Knowledge, Skills & Abilities: * Minimum of five (5) years of IT related experience with Project Management, Development, Operations, Hardware and Infrastructure, preferably in a large, complex IT healthcare environment. * Minimum of three (3) years of leadership and supervisory experience managing technical teams while providing your direct reports with performance appraisals, employee coaching and training, and performance management. * Strong communication and interpersonal abilities. * Analytical and problem-solving skills with experience in de-escalation techniques. * Strong knowledge and hands-on experience with change management and process improvement methodologies. * Demonstrated skills in the identification of business practice improvements and the application of technology to optimize business processes. * Dynamic interpersonal skills and the ability to effectively communicate and influence agency leaders and stakeholders. * Strong critical thinking, problem solving, and cross group collaboration skills; adept at managing relationships both internally and externally. * Experience implementing Agile processes with IT and business teams. * Prior Government or healthcare experience desirable.
