DOER is committed to working to promote energy programs and policies that are developed and implemented to ensure environmental justice among all the Commonwealth's citizens, communities, businesses, and institutions.  Job Description  DOER is seeking aDecarbonizationGrants and Contracts Coordinator to support the work of our newly formed grants unit within the Energy EfficiencyDivision. This position reports to theDecarbonization Grants Program Officerin support of the Energy EfficiencyDivision’s workinapplying forand managing federal grant fundingand managing DOER sponsored projects. TheDecarbonizationGrants and Contracts Coordinator willassistin ensuring the enforcementand compliancewith federal and other grant requirements as well as DOER policies and procedures.  This isaccomplishedbyunderstandinggrant policies and independently following the policies and procedures set forth by DOER for managing grant funded activities. The Grants and Contracts Coordinator will also play a key role in contractand grantsmanagement.     Responsibilities Include: 1. Assistin outreach andmaintainregular contactwith potential grant applicants and grant recipientsto ensure proactive management of applications and awards.  1. Provide guidance toDivision staff onregulations, federal and others, as they relate tograntaward implementation and management. 1. Attend meetings, conference calls and discussions with DOER staffandgrant recipientsto ensure the smooth operation of thegrantprograms. 1. Provide any neededassistancein contracting, and other administrative procedures tomaintaingrantprogramsand ensure reporting requirements of DOER and/or relevant federal agenciesare met. 1. Work with grant recipients to ensurereporting and grant requirements aremaintained, expenditures are allowable,align withgrant activities,andare within the grant award budget, andensurethat the documentation/justification is sufficient for auditing purposes. 1. AssisttheDecarbonization Grants Program Officerin supporting theworkwith Division and DOER staff to complete grant proposals for grant opportunities relating to the work of Division of Energy Efficiency thatareidentifiedthrough the State, Federal or other resources. 1. Assistthe Decarbonization Grants Program Officer as needed to ensureall required grantreports aresubmittedby due datesandaward modification requestsare reviewed, as needed. 1. Assist the Decarbonization Grants Program Officer inestablishingsystems and processes to manage the active grants, related contracting and reporting required. RequiredQualifications: 1. Understanding of federal grant regulations, including Uniform Guidance.  1. Ability to understand contractual requirements.  1. Ability to apply federal and sponsor regulationsand requirementsto financial transactions, sponsored award budgets and sponsored award proposal content.   1. Ability to work with third parties on managing contracts and grants. 1. At least 3 years’ experience working with sponsored awards and contracts.   1. Attention to detailrequired. 1. Excellent written and verbal communication skills; ability to translate complex requirements into simple and actionable recommendations. 1. Friendly and supportive demeanor, and ability to communicate clearly and professionally. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
