State of Massachusetts Data and Visualization Specialist in Boston, Massachusetts

Data collection and management has become a key component in the ability to track trends and the visualization of this key data allows for a better understanding of environmental hazards that can have an adverse effect on people’s health. This individual functions as the Bureau of Climate & Environmental Health’s Data Management & Visualization Specialist (DMV Specialist) within the Department of Public Health. The incumbent works closely with BCEH’s senior leaders including the BCEH Director, Deputy Director(s), Administration and Finance Director, and seven Program Directors. The DMV Specialist plays a critical role in supporting the data collection, interpretation, and visualization from the various databases and software programs used by the various BCEH programs and senior leaders. * * DUTIES AND RESPONSIBILITIES (These duties and responsibilities are not all-inclusive): * Serve as the primary contact for the gathering of database information for reporting findings. * Oversee coordination among BCEH programs with respect to the various databases maintained across the programs. * Serve as primary liaison with contractors funded by the Bureau to ensure they are meeting contract deliverables, timelines and budgets for software and database support, portal interfaces and other data extraction, validation, visualization, or manipulation services. * Serve as liaison with other stakeholders when requested to exchange information and/or to resolve problems specific to health or environmental data housed in BCEH. * Work with supervisor to determine how to respond to requests for informational data and strategize what is the best method for processing data to produce reports. * Provide technical assistance and one-on-one training and support in business applications and best practices to BCEH senior leaders and staff as needed or requested. * Assess and recommend changes to improve systems, operations, methods, and procedures within BCEH related to software and hardware needs that support database applications. REQUIRED QUALIFICATIONS: * Knowledge of and ability to perform data analysis and apply query design principles, data visualization, and/or statistical analysis. * Knowledge of data analytics and use of business intelligence and technical tools to source and organize data. * Ability to problem solve, use deductive and inductive reasoning, and apply critical thinking skills to complex matters. * Ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. * Capacity to use data analysis and business intelligence to interpret trends to support organizational activity. * Ability to prepare recommendations, reports, and revisions based on business data analytics. * Ability to communicate effectively and build relationships with colleagues, superiors, and internal and external stakeholders. * Knowledge of the methods of statistical report writing. * Knowledge of project management and business planning. * Ability to adapt to new tools and concepts in the field of Data Analytics. PREFERRED QUALIFICATIONS: * * Experience developing reports, and dashboards, with Tableau, Cognos 11 or Power BI. * Working experience using SQL to:Query data from existing databases;Transform data for upload to other databases;Create new pre-calculated data sets from source database * Experience working with Oracle, SQL Server or PostgreSQL databases * Strong knowledge working with statistical software like SAS or Stata * Experience working with JavaScript, HTML, and CSS * * *About the Bureau of Climate and Environmental Health: The Bureau of Climate and Environmental Health (BCEH) works to protect the public from a variety of environmental exposures, that can occur when we come into contact with pollutants in the air, water, or soil – whether they result from human activities or the natural environment, like radon in soil.
