DCAMM’S Mission The Division of Capital Asset Management and Maintenance (DCAMM) oversees over $2 billion in capital programs and projects, and is responsible for capital planning, project delivery, property acquisitions, dispositions, management, and real estate services for the Commonwealth. DCAMM is the steward of all the Commonwealth’s assets, which include 5.5 million square feet of state buildings. As an agency, we care for the people of our state and the future of our planet. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. * *General Statement of Duties and Responsibilities DCAMM is looking for attorneys to join DCAMM's Office of the General Counsel (OGC) to provide timely and high-quality legal services, advice, and guidance to the Agency regarding one or more of the following areas of law: commercial leasing, commercial real estate, construction, design, employment, energy, environmental, equity, and government, including ethics, legislation, and public records. The selected candidate will be expected to provide legal advice and guidance on an array of legal matters involving DCAMM; draft high-quality agreements, memoranda, and other documents; negotiate disputes in the best interest of the Commonwealth; provide analysis and interpretation of applicable laws and regulations, policies, and contract provisions; participate in meetings and decision making on relevant issues and projects; and to perform such other legal services as may be needed to support the General Counsel and DCAMM. The selected candidate will be expected to follow a hybrid work model that consists of both in-office and work from home days. Detailed Statement of Duties and Responsibilities * Provide legal advice, engage in negotiations, review and draft contracts, procurement documents, and other legal documents, and analyze and advise on matters of contract compliance; * Undertake legal research, prepare memorandum and provide legal advice and counsel in connection with DCAMM’s projects and policies; * Demonstrate the ability to work as a member of a team that may include members of other departments, outside agencies, and municipal and state officials; * Engage in administrative or judicial proceedings as necessary to advance the interests of DCAMM; * Perform such other duties as requested and required by the General Counsel and/or Deputy General Counsels. The preferred candidate will have: * At least 4-6 years’ experience in the practice of law in one or more of the following areas: commercial leasing, commercial real estate, construction, design, employment, energy, environmental, equity, and government, including ethics, legislation, and public records. * Excellent legal writing, research and analysis skills; * Excellent oral and written communication skills; * Knowledge of state laws and regulations; * Demonstrated ability to manage multiple tasks and projects simultaneously under tight time constraints; * Demonstrated ability to work collaboratively and effectively with multiple teams. *For more information about employment at DCAMM, please view our *RECRUITMENT VIDEO.* First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar and (A) at least three years of full-time, or equivalent part-time, professional experience in the practice of law.
