State of Massachusetts Coordinator of Adolescent Health and Pregnancy Prevention Programs in Boston, Massachusetts

The Massachusetts Department of Public Health, Bureau of Community Health and Prevention, Division of Child/Adolescent Health and Reproductive Health, is seeking an Adolescent Health and Pregnancy Prevention Program Coordinator to support the Office of Sexual Health and Youth Development. A primary goal of the Division of Child/Adolescent Health and Reproductive Health is to improve access to care and health outcomes for youth by providing sexual health education informed byracial justice, health equity, reproductive justice, evidence-based practice, positive youth development, trauma-informed care, and sustainabilityprinciples. The Adolescent Health and Pregnancy Prevention Program Coordinator will work with the Office of Sexual Health and Youth Development team to provide support and oversight of the Massachusetts Pregnant and Parenting Teen Initiative, the Personal Responsibility Education Program, and the Successful Teens: Relationship, Identity, Values Education Initiative. The Division and the Office of Sexual Health and Youth Development teams acknowledge the history and persistence of structural racism in the United States and its impact on health. TheCoordinator of Adolescent Health and Pregnancy Prevention Programswill work in partnership with the Office of Sexual Health and Youth Development team to actively apply this framework to all aspects of their work. TheCoordinator of Adolescent Health and Pregnancy Prevention Programsis expected to participate in racial equity training for both personal and professional development, demonstrate and foster personal and professional growth in racial justice work, and use a racial equity lens in program implementation and support programmatic decisions. _Duties and Responsibilities (these duties are a general summary and are not all inclusive):_ * Develop and implement a community-based wraparound service model utilizing multi-disciplinary teams to support expectant and parenting adolescents and young adults in obtaining academic success, optimal health, and economic stability, in collaboration with federal, state, and community partners. * Maintain and support internal and external collaborationsinternally and externally including cross-state and cross-bureau collaborations, and support efforts to maximize and align services that support and ultimately sustain adolescent health and expectant and parenting adolescents across the Commonwealth. * In collaboration with the OSHYD Director, support the Department of Public Health Region 1 Whole Family Approach to Jobs New England efforts and collaborations. * Oversee inter-agency service agreements with the Department of Transitional and the Department of Elementary and Secondary Education. * Ensure coordination among educational, economic, health, social/emotional and parenting support services for expectant and parenting adolescents and young adults in select communities with high teen birth rates. * Develop and implement a youth development intervention that supplements existing youth programming and provides relationship skills and identity development for young people that is consistent with the requirements of the funding source, in collaboration with federal, state, and community partners. * Oversee MPPTI, PREP, and STRIVE contractsandprovide coordination, oversight for vendor trainings, capacity building, andensure compliance with established program standards. * Monitor performance ofMPPTI and DESE contractsthrough monthly reports, evaluation reports and site visits. * Lead sustainability activities related to MPPTI, including coordinating the process of applying for grant opportunities, identifying additional potential funding sources, and working with community-based partners to improve their own sustainability efforts. * Oversee contract budgets, spending patterns and approval process for amendments and line-item adjustments as programmatically and fiscally appropriate. * Collaborate with the Program Evaluator to develop standards and data collection tools for program evaluation. _Required Qualifications:_ * Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc. * Skilled to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to gather Information by examining records and documents and by questioning individuals. * Capacity to write concisely, to express thoughts clearly and to develop ideas in logical sequence. * Able to communicate effectively in oral expression. * Power to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. * Means to establish and maintain harmonious working relationships with others. * Potential to exercise sound judgment. * Capability to exercise discretion in handling confidential information. Preferred Qualifications: * Familiarity with the existing MPPTI program model. * Experience working with adolescent sexuality education programs, teen pregnancy prevention programs, support programs for young parents, and/or youth development programs. * Excellent interpersonal skills. * Knowledge of MDPH and BCHAP’s procurement and contracting processes. * Experience providing contract management and oversight for a diverse group of community-based partners. * Competence with Word, Excel, Teams, and PowerPoint. * A commitment to the mission of the Office of Sexual Health and Youth Development: Increase access to comprehensive sexuality education. * Decrease teen and unintended pregnancy. * Decrease the incidence of sexually transmitted infections (STIs) * Increase the sustainability of delivery networks serving youth and other vulnerable populations. * Increase protective factors for young people using a positive youth development lens. _About the Department of Public Health:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high-quality public health and healthcare services, and to promote wellness and health equity for all people in the Commonwealth.
