The DPH Purchase of Service Office (POS) is a seeking candidate who is motivated, well-organized and collaborative—who thrive in a collaborative and fast-paced environment. The Office of the Chief Financial Officer (CFO) and Finance serves 14 Bureaus/Offices that support the Department of Public Health (DPH) mission throughout the Commonwealth of Massachusetts. The DPH regulates, licenses and provides oversight of a wide range of healthcare-related professions and services. Additionally, the department focuses on preventing disease and promoting wellness and health equity for all people. We are the health information resource for residents, providers, researchers, and stakeholder’s government. The CFO Purchase of Services Unit is seeking a dedicated Purchasing Specialist who desires a rewarding career. Our ideal candidate will be highly organized, with great attention to detail, work well under pressure, and enjoy multitasking in the challenge of a busy office. The Purchasing Specialist is an essential position for POS and the Department as a whole. This position is responsible for reviewing and processing contracts focusing on health and human service contracts for clients, and commodity purchases within designated programs to assure conformity to Operational Services Division (OSD), Office of State Comptroller (CTR) and Executive Office of Health and Human Services (EOHHS) fiscal rules and regulations. _Duties and Responsibilities (these are a general summary and not all inclusive):_ * Issue technical assistance to program staff and provider/vendor representatives. * Serve as a liaison to assigned programs and answer questions. * Provide one on one support and deliver trainings as needed. * Assigning and meeting deadlines. * Ensure submitted materials and information are accurate and in compliance with state purchasing. * Assess accuracy of content and monitor provider/vendor compliance in Information Systems. _Required Qualifications:_ * Ability to multitask and skilled in coordinating numerous projects simultaneously to successful completion. * Proficiency with technology, including a computer to conduct research, manage databases, utilize application software programs, and produce written documents, reports and analysis. Programs include but are not limited to: Purchase of Service Tracking System (PTS), Enterprise Invoice Management (EIM), COMMBUYS, and MA Management Accounting and Reporting System (MMARS). _Preferred Qualifications:_ * Ability to assess project needs, prioritize, delegate and adjust work assignments to meet evolving situations, emergencies and program demands. * Excellent administrative and organizational skills, including maintaining accurate records and exceptional time management skills. * Strong customer service, problem-solving and communication skills. * Willingness to be pro-active, listen, be supportive and find helpful solutions for a diverse group of internal and external stakeholders. * Seek out and establish rapport with others and maintain harmonious working relationships. * Experience working independently and within a team-oriented, collaborative environment. * Commitment to equity, diversity, cultural competence and cultural humility. _DPH Mission Statement:_ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. Minimum Entrance Requirements: Applicants must have (A) at least three (3) years of full-time or equivalent part-time, professional experience in business administration, business management or finance/accounting, or (B) any equivalent combination of the required experience and substitutions below. Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment. Substitutions: I. A Bachelor's degree with a major in business management, finance or a related field may substitute for two (2) years of the required experience. II. A Master's degree or higher with a major in business management, finance or a related field may substituted the required experience. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
