As a Construction Control Representative, provide project management for construction and/or repair projects from preliminary identification through project closeout. Projects are located in both federal and lease buildings. Position is located in PBS, Boston Service Center. This office is responsible for providing property management services and support to customers that include operational, technical, administrative and analytical functions.

Ensure that all projects assigned are technically correct in both design and construction and are in accordance with industry and applicable federal and local codes.
Develop detailed cost estimates and design criteria to support Architecture and Engineering Services (A/E). Provide technical evaluations and support contract negotiations through award.
Develop detail scopes of work and project schedules based on project specific agency requirements. Develop detailed project cost estimates using the most current PBS national estimating tool. Provide technical evaluations on contractor proposals to the PBS Acquisition Team and support contract negotiations.
Provide project management and act as the contracting officer’s representative (COR) on all assigned projects. Actively meet with contractors, lessors, customer agencies and other PBS team members to ensure projects stray within budget, schedule and scope. Provide technical reviews on contractor proposals, change orders, submittals and drawings to ensure compliance and price reasonableness to the government.

The GS-11 salary range starts at $69,016 per year, the GS-12 salary range starts at $82,721. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-10 level or higher in the Federal service.
Specialized experience equivalent to the GS-10 level is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; assisting with the development of construction cost estimates; assisting or leading in the inspection of construction; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include assisting with managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Ability to apply financial management and budgeting techniques to achieve project results.
Knowledge of methods and techniques related to construction, conversion, or alteration projects
Ability to read and interpret construction plans and specifications in order to advise on technical considerations for assigned projects
Skill in written and oral communication
Ability to interpret contract specifications, to perform recurring inspections, review contractor performance, and to evaluate, document, and ensure quality of services are provided
Knowledge of contract administration, procurement regulations, procedures, and practices
Ability to conduct cost and price analysis
Knowledge of construction management and cost estimating, pricing policies and fees
Knowledge of cost and price analysis to forecast costs and evaluate prices in relation to contracted services or projects
