State of Massachusetts Chief, Local Assessment in Boston, Massachusetts

The Department of Revenue's Division of Local Services (DLS) helps Massachusetts cities and towns achieve sound and efficient fiscal management through technical assistance, training and oversight.Within DLS, the Bureau Chief directs and manages the Bureau of Local Assessment, which has functional responsibility for regulation, oversight and technical assistance to the 351 cities and towns in the areas of real and personal property assessment, valuation and classification, and for improving the quality, accountability and professionalism of assessment administration and municipal financial management in the Commonwealth. This Bureau’s oversight ensures that the approximately $1.4 trillion in real and personal property statewide is valued at full and fair cash value so that the nearly $19 billion in property taxes is fairly assessed to municipal taxpayers.

The manager directs programmatic operations by establishing priorities,monitoring expenditures, developing,andimplementinglongrange plans,andmodifying procedures. S/hetypically exerciseslong-termstrategic and policy planning andoperatesunder broadmission guidancefrom the Executive orCommissioner’s Office. The Chief must think and actstrategically andmust exerciseindependentjudgement.

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
