Citizens Chief Compliance Officer - Swap Dealer in Boston, Massachusetts

Description

Citizens is seeking an experienced Chief Compliance Officer (CCO) for its activities as a Swap Dealer registered with the Commodity Futures Trading Commission (CFTC). The CCO provides leadership, direction, and integration of compliance activities. They will direct implementation and evaluation of compliance initiatives and the on-going activities of the Swap Dealer compliance function. The CCO will interface with senior management, the governing body of the Swap Dealer, along with extensive daily interaction with business heads, compliance, and risk management staff. The CCO is the primary point of contact for the broker-dealer with the CFTC and National Futures Association (NFA). The CCO will also interact with Citizens prudential regulators (e.g., FRB, OCC) as necessary.

Responsibilities:

  • In collaboration with stakeholders throughout the organization, responsible for overseeing the ongoing development of processes, policies, and procedures to help ensure compliance with the relevant regulatory requirements, including rules and regulations issued by NFA and CFTC

  • Provides leadership and strategic direction to the Swap Dealer Compliance department

  • Manages compliance staff including other compliance officers, and support staff

  • Evaluates new products and activities to ensure compliance issues are identified and addressed and an appropriate compliance program is implemented

  • Directs and oversees the Swap Dealer’s strategic compliance planning process, to include short-term and long-term strategic goal and plan development, review, approval, implementation, and evaluation

  • Administers formal compliance program, including updating policies and procedures, including supervisory procedures related to the various compliance areas of oversight in alignment with regulatory requirements

  • In collaboration with stakeholders throughout the organization, responsible for overseeing the ongoing development of processes, policies, and procedures to help ensure compliance

  • Provides advice on relevant regulations and internal policies and procedures to internal stakeholders including trading and sales personnel and key support functions

  • Provides advice on Swap Dealer regulations (including the global impact of relevant U.S. regulations) and internal policies and procedures to internal stakeholders, including trading and sales personnel and key support functions

  • Investigates possible instances of non-compliance and escalate appropriately

  • Directs and collaborates in the development of Swap Dealer employee compliance training

  • Responsible for drafting annual chief compliance officer report for the Swap Dealer

  • Manages regulatory inquiries, investigations, and examinations

  • Reports compliance updates and material violations to Senior Management and the Board

    Qualifications:

  • 10 or more years of experience in senior roles in legal, compliance, and/or risk functions, preferably with an investment or commercial bank, law firm, consulting firm or regulatory organization

  • Strong understanding of the Dodd Frank Act and associated CFTC and NFA rules and regulations

  • Excellent oral and written communication skills

  • Well-organized, efficient, detail-oriented, having an ability to handle simultaneously multiple tasks and changing priorities in an efficient and effective manner

  • Ability to use independent judgment and to manage and impart confidential information

  • Ability to interpret and advise on the application of various laws, rules, and regulations

  • Knowledge of Citizens’ products and services, policies and procedures and business culture to reconcile regulatory needs with specific product and delivery channel needs

  • Demonstrated ability to develop and implement change to institutional policies and procedures

  • Demonstrated understanding of compliance systems and controls

  • Excellent leadership and relationship-building skills to manage relationships with regulators, front office, middle office, and back office personnel, technology infrastructure, finance, and risk management units

  • Proven ability to develop consensus in dynamic environments and to influence senior business leaders

  • Strong critical thinking skills and the ability to analyze, summarize, and effectively present data

  • Knowledge of fiscal principles to oversee budgets and financial activity within the areas of oversight

    Qualifications:

  • Bachelor’s Degree in a business-related field or equivalent experience

  • Master’s Degree preferred

  • Appropriate CFTC licensing required
