State of Massachusetts Budget Director in Boston, Massachusetts

The MassDEP Budget Director reports to the agency CFO and is responsible to develop, submit, negotiate and track, the Department’s operating, federal grant, and capital budgets. The Director interacts with both agency and non-agency staff to compile, amend, and report on agency spending and initiatives. Candidates for the position must be able to demonstrate a knowledge of budgeting processes, preferably knowledge of governmental budgets, as well as to have held a high-level responsibility within that budget process. The Budget Director supervises a team of three financial professionals, who assist in the development and tracking of program spending plans. Proven experience in leading, directing, and motivating of a team is critical to the Director position. Detailed Duties Responsible for working with the CFO, the Executive Office of Administration and Finance (ANF), Executive Office for Energy and Environmental Affairs (EOEEA) House and Senate financial analysts in determining the budgetary needs of MassDEP, maintenance of the MassDEP operating and capital budgets and periodic, required financial reporting. Meet with State Comptroller staff to ensure MassDEP follows the Office of the State Comptroller (OSC) guidelines and completes and submits reports to CTR as required. Create and negotiate terms for Intergovernmental Services Agreements (ISAs) and process and track payments. Responsible for oversight of the state-federal Performance Partnership Agreement, the financial conduit through which MassDEP receives federal grant support from USEPA. Preferred Qualifications State government budget development and reporting experience. MMARS, MBA, and Commonwealth Information Warehouse experience. Proficiency with financial spreadsheet applications. Familiar with Commonwealth financial guidelines as instituted by the Massachusetts State Comptroller. Six or more years of full-time, or equivalent part-time, supervisory, or managerial experience in financial management work, the major duties of which included at least two or more of the following functions: budgeting, accounting, auditing, management analysis, program evaluation, financial reporting, or statistical reporting of program results. Experience working in commonwealth finance systems and compliance standards. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
