State of Massachusetts Budget Director, Central Office in Boston, Massachusetts

The Department of Youth Services (DYS) is seeking a dynamic and detailed orientated individual with budget, finance, and management experience to fill the role of Budget Director. The selected candidate is part of the DYS Senior Management Team and will oversee and support the fiscal operations of DYS which includes five (5) regions throughout the Commonwealth. The DYS Budget Director will be responsible for all budget preparation, development, reporting, and management as well as maintaining all internal control standards. Additionally, the selected candidate will monitor spending, coordinate all responses and forward all necessary documents to the Executive Office for Administration and Finance, the Executive Office of Health and Human Services, Ways and Means Committees, and the Comptroller's Office. For additional information about the Department of Youth Services and its programs please watch: https://drive.google.com/file/d/1gyP0kCJ181nBakh9Cc0pNNEyPw7kAoI6/view /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Assist in the development of a budget spending strategy, translate the strategy into the preparation and negotiation of the annual operating budget for the agency. * Develop the DYS annual spending plan, maintenance estimate and budget request. * Coordinate the development of internal budgets and spending plans for the department’s five geographic regions and central office for all state appropriations, federal grants, and trust fund accounts. * Analyze, coordinate, and monitor all monthly expenditure totals, patterns, trends and recommend action when needed. * Act as a liaison to oversight agencies and the legislature to ensure funding for agency initiatives. * Compile expenditure data as the basis for current year spending targets and projections as well as monitoring cash flow and encumbrance levels for the department. * Coordinate, implement and monitor the Interdepartmental Service Agreement (ISA) process. * Direct and oversee the implementation of acceptable fiscal accounting and control procedures. * Ensure all financial reports are accurate and distributed in a timely manner. * Directly supervise fiscal staff in the central office and indirectly supervise the Regional Fiscal Directors. * Facilitate and coordinate revenue management with EHS Revenue Unit. _Preferred Qualifications:_ * Ability to develop and implement high quality internal control procedures to ensure Departmental compliance with all federal and state finance laws, regulations, and directives to ensure accountability in all fiscal transactions. * Knowledge of state finance laws, budget development cycle, the Commonwealth’s Purchase of Service (POS) system as well as budget and expenditure control. * Capacity to integrate program staff into the budget development process, prepare cost projection reports and present complex issues and reports in a clear and concise manner. * Strong Independent decision-making capability, and the ability to set and manage multiple priorities and tasks. * Capable to work both independently, in a Team environment and the ability to establish and maintain effective working relationships. * Demonstrated experience in analyzing and determining the applicability of financial and program data, draw conclusions and make appropriate recommendations. * Proficient in Microsoft Office with an emphasis on Microsoft Excel and the ability to manage large data sets utilizing tools such as pivot tables, Vlookup, and Sumif functions. * Working knowledge of Massachusetts Management Accounting and Reporting System (MMARS), the Commonwealth Information Warehouse (CIW), Labor Cost Management (LCM), Human Resources Compensation Management System (HRCMS) and the Massachusetts Budget Application. _To Apply:_ Please upload both Resume and Cover Letter for this position when applying.
