State of Massachusetts Auditor II - Benefit Specialist in Boston, Massachusetts

The GIC’s Operations Division administers the Commonwealth’s health, life, long term disability, dental and vision insurance programs for some 460,000 state employees, retirees, and their dependents. These responsibilities are conducted pursuant to the authority vested in the agency by MGL Chapter 32A and 32B. The Auditor II position is part of the Operations Division which administers the Commonwealth’s health, life, long term disability, dental and vision insurance programs. This employee determines eligibility and processes insurance coverage documents ensuring that all applications are accurate, complete and in compliance with GIC’s eligibility rules. This job will currently be primarily telework and the employee will serve as a customer service representative answering a high volume of phone calls concerning GIC benefits and premium billing and will manage those external interactions through GIC’s Customer Relationship Management (CRM) system. Employee must be detail oriented, be able to multitask and meet deadlines. Experience with employee benefit programs and billing processes is strongly preferred. * DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES* 1. Determines insurance eligibility for certain state, county, municipal employees, retirees, dependents and survivors. 2. Collects and reviews complete enrollment information from employees, retirees, and dependents. 3. Collects documents to support family members enrolling in health and dental insurance coverage. 4. Coordinates and reconciles monthly insurance deductions with state and municipal agencies and retirement boards 5. Reconcile monthly insurance premium reports for health, life, long term disability, dental/vision and dental retiree dental coverage. 6. Acts as a liaison with state and municipal agencies, and GIC vendors to exchange information and/or resolve problems. 7. Distribute to all state and municipal agencies monthly insurance reports for health, life, long term disability, dental/vision and retiree dental coverage. 8. Works closely with Audit Unit Supervisor to update premium rates for all insurance programs. 9. Answer all telephone, email/correspondence, or live chat inquiries from state and municipal agencies, GIC Coordinators, insureds and insured's representatives regarding the eligibility, status, and general benefit information. 10. Performs related duties such as attending meetings and trainings, maintaining records; and preparing reports. 11. Analyzes records of insureds with payroll deductions and enters updated information where necessary. 12. Analyzes records of insureds making direct payments and updates information where necessary. 13. Reviews applications and any other communication from members and state and municipal agency coordinators concerning insurance premium payments and eligibility status and makes the necessary changes to update insurance records. 14. Determines and authorizes billing invoices and refunds to members that have insurance coverage adjustments. 15. Instructs GIC Coordinators about the procedures to follow for the eligibility of insurance coverage for employees, retirees, and certain governmental employees. 16. Processes insurance coverage changes and reconciles monthly insurance billing reports. * Preferred Qualifications:* * Familiarity with employee benefit programs. * Provide excellent customer service by treating members in a caring, compassionate manner, and with a friendly, helpful attitude. * Ability to perform mathematical calculations using formulas to resolve accounting problems primarily in Excel. * Ability to perform audit procedures in accordance with prescribed standard operating procedures. * Ability to work effectively with state agency GIC Coordinators, employees and retirees. * Ability to gather information, make decisions, and make appropriate benefit changes involving GIC enrollees. * Ability to research information and draw conclusions and make recommendations. * Experience with Case Relationship Management Systems, preferably Salesforce. * Ability to communicate effectively both verbally and in writing. * Possess good organizational skills. * Knowledge of general office procedures and practices. * Ability to meet deadlines. * Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to exercise discretion in handling confidential information. * Ability to establish and maintain harmonious working relationships with others. * Ability to work independently and in teams. * Experience with Microsoft Office Suite, emphasis with Excel and PowerPoint * Candidate must speak fluent English. * Bilingual Spanish/English candidates desired First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in accounting, business administration or business Management may be substituted for a maximum of one year of the require experience.* II. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
