JOB SUMMARY * The Associate Senate Counsel for Compliance (ASCC) advises the Counsel to the Senate (Senate Counsel), Deputy Counsel, Senators, Senate staff, and others on compliance matters in areas including employment, ethics, conflicts of interest, constitutional law, and litigation. The ASCC drafts and reviews legislation and assists the Senate Counsel and Deputy Counsel with other legal work in serving as a general legal resource to other Senate offices. The position reports to the Senate Counsel and the Deputy Counsel. *JOB DUTIES AND RESPONSIBILITIES * *Primary Duties and Responsibilities: * * Provide legal advice on all aspects of employment law, including, but not limited to, working with the Senate Office of Human Resources to support the office's functions and internal investigations. * Collaborate with and advise the Senate Counsel, Chief of Staff to the Senate President, Senate Office of Human Resources, and others on the development and review of Senate employment policies, procedures, and documents. * Support the Senate Counsel and the Deputy Counsel with employment-related compliance programs and trainings. * Advise Senate offices on the Massachusetts conflict of interest law and review ethics disclosures prior to filing with the State Ethics Commission. * Research and advise on a variety of legal issues on behalf of the Senate Counsel, Deputy Counsel, Senators, and Senate staff, including, but not limited to, litigation, procurement, personnel, information technology, and compliance matters. * Draft and review legislation on a wide range of policy issues with a focus on ensuring consistent form and constitutionality and avoiding the duplication or contradiction of existing law. * Work with Senate staff and with state and local officials to identify and address legal issues raised by bills. *Other Duties and Responsibilities May Include: * Assist Senate offices in drafting legislation. * Review Senate and Joint Senate and House resolutions with special attention paid to fact checking, form, tone, and appropriateness of the content and purpose of the resolution. * Research legal issues, including new and novel legal questions, for the Senate Counsel and Deputy Counsel. * Train, supervise, or participate in the hiring of office staff or interns. * Perform other duties as assigned.  MINIMUM QUALIFICATIONS 1. Juris Doctor (JD) degree, at least 2 years of relevant work experience, and a member in good standing of the Massachusetts bar. A graduate degree or higher in a related field may be substituted for 1 year of relevant work experience. 2. Familiarity with federal, state, and local laws concerning employment and ethics. 3. Demonstrated knowledge and experience with federal and state employment law and personnel practices, including, but not limited to, employee interviewing, counseling, and investigations. 4. Ability to read, interpret, research, and analyze federal and state laws and other rules and regulations related to state governance. 5. Basic understanding of the legislative process and state government operations. 6. Excellent interpersonal skills and temperament to communicate with a variety of personalities and stakeholders in a tactful, positive, collaborative, and professional manner. 7. Excellent oral and written communication skills. 8. Strong organizational skills and excellent attention to detail. 9. Ability to maintain strict confidentiality. 10. Ability to think critically and work both independently and as part of a team. 11. Ability to produce quality work under pressure and in a fast-paced environment. 12. Ability to maintain a flexible schedule including working extended hours, possibly on nights and weekends. PREFERRED QUALIFICATIONS 1. Demonstrated experience providing legal advice in the public sector. 2.
