State of Massachusetts Apprenticeship Liaison Program Coordinator I in Boston, Massachusetts

The Division of Apprentice Standards is responsible for promoting, developing, and servicing registered apprenticeship programs in the Commonwealth of Massachusetts. The Apprenticeship Liaison will serve as Massachusetts "Apprenticeship Ambassador" within the Division of Apprentice Standards (DAS). This position will strengthen DAS’ capacity to increase employer demand for apprenticeship in new sectors and enhance diversity for all sectors. The person in this position will engage in technical assistance strategies toward improvements in apprenticeship program quality and approval, support apprenticeship grant efforts, and convene employers, intermediaries, and other stakeholders to identify strategic opportunities for the expansion and diversification of apprenticeships in Massachusetts. These actions will result in improved awareness and adoption of apprenticeship in the business community as well as information and resources for trade and sector associations, Workforce Development Boards, Career Centers, and community colleges to offer apprenticeship as a tool to help businesses meet talent needs. The Apprenticeship Liaison will work to recruit new business leads, assist vendors, grantees, and other business partners to recruit additional business leads, and develop and generally market apprenticeship resources while also disseminating information to prospective apprentices through strong partnerships with jobseeker training and support entities. This individual also maintains responsibilities related to federal compliance, quality control, general grants management processes and products, as well as fiscal and technical support, including data organization and management. Duties include but are not limited to: * Conducts review and analysis of data, including the documentation of real-time labor market information, to determine Apprenticeship growth targets in Massachusetts. * Identifies and validates apprenticeable occupations to expand apprenticeship with Apprenticeship Liaison (AL) staff. * Learns Apprenticeship marketing strategies and business services (i.e., grant applications, tax incentives, state and federal services and incentives to assist Employers in meeting their needs). * Suggests improved processes to be used in the application, development, operation, and oversight of Registered Apprenticeship. * Collaborates with workforce boards, career centers, unions, employers, community colleges and other training vendors to develop strategies to improve the access to and utilization of Registered Apprenticeship statewide. * Acquires knowledge of Federal and State laws, rules, regulations, and guidelines governing registered apprenticeship. * Serves as an Apprenticeship Ambassador by creating and maintaining relationships with multiple supply- and demand-side partners, ensuring that entities have relevant information and awareness of apprenticeship programs & opportunities. * Assists with presentations to groups of employers and job seekers to promote Apprenticeship in Massachusetts. * Utilizes online tools to research labor market information and trends to understand the needs of businesses. * Participates in job fairs, special events, and recruitments to provide large scale labor exchange opportunities for both employers and job seekers. * Ability to develop working relationships with employers, statewide, by making personal or virtual visits to according to employer needs, and/or to follow up on prior meetings or Apprenticeship placements and outcomes, * Works with Apprenticeship Liaison Team to manage onboarding process for new Sponsors including providing specific technical and grant assistance, addressing customer inquiries, and ensuring a smooth “hand off” to other DAS staff. * Develops a list of business’ needs, and documents progress towards implementation in concert with AL Team. * Establishes and maintains effective working relationships with peers, supervisors, MassHire Career Center and other business and community partners. Preferred Qualifications: * Working knowledge of industries and occupations in Massachusetts. * Knowledge of the principles, practices, & techniques of marketing & sales. * Familiarity with business incentives (grant opportunities, tax credits, other state and federal services). * Public speaking and group presentation ability. * Experience in conducting labor market research to assist employers in filling open positions. * Effective communication in oral and written expression (writing sample required). * Proven ability to give written and oral instructions in a precise and understandable manner. * Ability to establish rapport and working relationships with individuals from a wide variety of different cultural, ethnic, and economic backgrounds. * Willingness to articulate and stimulate interest in specialized programs, services, and customers. * Ability to understand and explain policies and procedures, standards, guidelines, laws, and regulations that govern DAS activities. * Proven ability to interact in a team environment and to establish and maintain professional and harmonious working relationships with peers, supervisors, other agency representatives, employers, and customers. * Intermediate knowledge of MS Windows, Word, Excel, PowerPoint. Proven ability to accurately and concisely record information and maintain the integrity data and input into DAS software systems and database. * Availability to work nights and or weekends as necessary to promote Apprenticeship._ *First consideration will be given to those applicants that apply within the first 14 days.* MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II.
