Department Summary:

The Cost & Business Analytics Department (L213) is part of the MITRE Corporation’s Cost, Acquisition, and Management Sciences (CAMS) division (L210). The department’s core capabilities are in Cost Estimation and Cost Analysis; Strategic Business and Financial Analytics; and Investment Economics and Decision Analysis. These capabilities are applied to advance the missions of our federal government sponsors across the defense, intelligence, and civilian sectors. The department is looking to refine and potentially expand its capability offerings that help address national-level problems by conducting research, analyzing potential solutions from multiple perspectives, evaluating the impact of emerging tech solutions, and assessing the regulatory and policy environment to remove barriers to adoption and transition.

The department (L213) is seeking a Capability Integration Leader to better position us to meet current and future needs of our customers. This position requires managing and developing technical excellence while encouraging creativity and fostering interests in the intersection of emerging technologies, cost, business, and economic impacts across the department’s diverse membership. The selected candidate will join the leadership team of an 80-person technically diverse and collegial department and will work across the Department, Division and MITRE with other L213 staff including cost analysts, decision analysts, data scientists, economists, engineers, operations research analysts, and mathematicians to name a few. Expect a multi-disciplinary team environment with self-motivated, highly trained professionals. This is a strategy-oriented position that will require project management, collaboration, communicating to technical and non-technical audiences, and direct sponsor engagement.

Job Description:

Capability Integration Leader:

  • In collaboration with Department and Division leadership, identify and develop an L213 core competencies strategy that strengthens or expands capabilities in alignment with the organization's mission and strategic objectives.

  • Develop and standardize Department capability offerings, artifacts, and briefings.

  • Integrate L213 Department offerings with other L210 capabilities to provide a total picture of where L213 connects with the other Department’s or Division capabilities.

Capability Integration Leadership

  • Identify Capability subject matter experts (SME’s) or leads to manage and curate L213 core capabilities.

  • Identify training and growth opportunities within the core capabilities for the SME’s as well as staff.

  • Identify, recruit, and train personnel to bridge the identified capability gaps.

  • Create cross-organizational training and growth opportunities.

  • Manage resourcing and staffing decisions related to core capability research and development (MITRE Innovation Program), Division or Corporate Initiatives, and project work.

  • Drive the effective growth of Department core capabilities through effective leadership and collaboration, ensuring alignment with overall organizational goals and objectives.

  • Identify and hire appropriate staff to fill capability and capacity gaps.

  • Support the development of staff and the sharing of core capability knowledge, training, approaches, and techniques across the entire department.

  • Utilize current sponsor long-term planning information for guiding the department capability development strategy, research topic and recruitment strategy to meet and surpass sponsors' expectations in a timely and effective manner.

Strategic Partnership Development:

  • Build and maintain strategic internal and external partnerships to enhance collaboration, improve delivery of core capability outcomes, and realize organizational objectives. Cultivate relationships with key stakeholders across CAMS and MITRE.

  • Foster collaborative relationships with a diverse range of internal and external stakeholders, including sponsors, clients, and vendors. Ensure consistent, high-quality interaction and communication with all stakeholders both internally and externally within the department, outside of the department across MITRE, and outside of MITRE with our other strategic partners from academia, industry, and professional organizations. This includes conducting research and convening stakeholder groups as appropriate.

Peer Review Oversight:

  • Lead and facilitate peer reviews for significant core capability deliverables to ensure we are bringing our best practices to bear and that deliverables are of the highest quality. Provide constructive feedback and recommendations for process improvement.

Department Leadership:

  • As part of the L213 senior leadership team, contribute to people management, work program shaping, staffing in a matrix environment, business operations, and customer relationship management.

Basic Qualifications:

  • Minimum of 12 years of related experience with a bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years of experience; or equivalent combination of related education and work experience.

  • 10 years of experience supporting projects associated with federal government sponsors.

  • 5 years of supervisory experience.

  • 10 years of direct experience in one or more of L213’s core capabilities.

  • Deep subject matter expertise in at least one of the department’s core capabilities in a federal government consulting/advisory context: Cost Estimation and Cost Analysis; Strategic Business and Financial Analytics; Investment Economics and Decision Analysis

  • Knowledge of the state-of-the-practice and some experience with more than one of the department’s core capabilities.

  • Familiarity with federal government acquisition processes.

  • The ability to identify and solve complex problems across business lines and stakeholders.

  • Demonstrated experience providing technical leadership (including knowledge transfer).

  • Background in analyzing the needs of sponsors and determining where current capabilities provide solutions to current needs and problems.

  • Ability to envision future state needs and to shape our capabilities in alignment with workforce development.

  • An active Top-Secret clearance required

  • This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

  • The ability to lead teams, work independently and proactively and experience in developing innovative solutions to challenging problems across the entire sponsor base.

  • The ability to communicate and share knowledge across the spectrum of staff to include new early career hires as well as senior staff with 20+ years of experience in the career field.

  • Background in product development/management and branding

  • 20 years of experience with 10 years of supervisory experience.

  • Demonstrated ability to define the vision and implement complex cross-organizational efforts for federal government sponsors.

  • Experience as a people leader such as a Group Leader, Project Leader, or similar role.

  • Experience with MITRE’s business processes and tools.
