The ESS Chief Technician will work under the direction of the ESS Program Manager receiving a general outline of work to be performed and is generally free to work within the methods and scope of established policies. Complex or unusual situations will be referred to the ESS Program Manager for guidance. Work is checked for progress and conformance to established policies and requirements through reports and/or conferences. The ESS Chief Technician will be expected to keep the ESS Program Manager informed in all aspects of the MAANG electronic security program and is expected to analyze many diverse and complex situations including different courses of action. Assignments given by the ESS Program Manager will consist of implementation of regulations and standardized methods of operation as received from the National Guard Bureau along with other applicable military regulations and directives. Working under the general supervision of the Electronic Security System (ESS) Program Manager, the ESS Chief Technician performs duties and responsibilities that include, but are not limited to: 1. Performs detailed analysis of recurring false alarms and the maintenance and programming of Intrusion Detection Systems (IDS) and other Security Systems to include Networked Camera and Access Control Systems. 2. Assist the ESS program manager with security specifications and bidding documents for IDS alarms equipment, networked camera surveillance equipment and access control locking devices and reviews plans/specifications prior to bidding to ensure compliance with appropriate regulations. On new IDS projects, advise and assist in the requisition of components. 3. Installs, programs, and repairs a variety of security alarm systems, including ultrasonic, audio, electronic vibration, infrared and telephone security equipment, digital electronics cellular equipment and perimeter detection equipment. 4. Installs, programs, and repairs a variety of Networked Access Control and Camera Systems including all peripheral equipment (network switches, routers, servers, and associated software). 5. Assist the ESS program manager with policy guidance and detailed IDS/ESS operating instructions for users of those systems statewide. As required, revises appropriate physical security regulations or policies. 6. Maintains records and makes reports such as vehicle logs, parts inventories, time expended and materials used. 7. Required to respond 24/7 and in all weather conditions to any call for trouble or repair to any IDS system related to the secure monitoring of Arms, Ammunition and Explosive (AA&E). 8. Must have knowledge of Access Control equipment and software as well as a basic ability to use common office computer programs (e.g. Word, Outlook, Excel) for integration into a security network system and security control center. 9. Must possess a basic knowledge of National Electric Code and other codes, National Burglar Alarm Association, Underwriters Laboratories requirements for Central Station Alarm Company’s and various state and local codes and standards. 10. Must have knowledge of design and construction techniques and practices, as well as the ability to apply these in a broad range of activities. Such as reading blueprints, wire diagrams schematics and the use of electronic test equipment to enable tracing and testing of circuits. 11. Travels throughout the Commonwealth of Massachusetts to perform bi-annual testing and certification of all IDS Equipment as required by US Army Regulations. This travel takes approximate 4 to 6 weeks each time and may require stays away from the home. 12. Travels to attend required courses to obtain and maintain certifications required by law and applicable regulatory guidance; attends regional and national workshops/conferences related to ESS program responsibilities. 1. QUALIFICATIONS REQUIRED AT HIRE (List knowledge, skills, abilities) 1. Knowledge of the principles, theories and practices of electronics and networking systems. 2. Knowledge of the types and uses of testing equipment and procedures and techniques for conducting electronic tests. 3. Knowledge of the types and uses of precision measuring equipment and devices such as micrometers, etc. 4. Knowledge of calibration and/or adjustment techniques as applied to the various types of equipment used in security work. 5. Knowledge of the terminology, codes symbols, and standard abbreviations used in electronics. 6. Knowledge of the types and uses of materials and equipment used in electronics, security and networking work. 7. Knowledge of the safety practices and precautions observed in electronics work. 8. Knowledge of the principles and techniques of mechanical and electronic drafting. 9. Knowledge of the types and uses of drafting instruments and equipment. 10. Knowledge of the types and uses of small hand-held tools such as hammers, saws, screwdrivers, chisels, drills, etc. 11. Ability to understand and apply the laws, rules, regulations, procedures, guidelines, policies, etc. governing assigned activities. 12. Ability to exercise sound judgment and work independently while applying the appropriate safety practices working in an around the Arms, Ammunition and Explosives Vaults and Bunkers under the control of the MAARNG. 13. Ability to communicate effectively in oral expression. 14. Ability to gather information by examining records and documents. 15. Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. 16. Ability to give oral instruction in a precise, understandable manner. 17. Ability to follow oral and written instructions. 18. Ability to work with and deal tactfully with others. 19. Ability to operate tools and equipment used in electronic security alarm systems technical work; lift up to 50lbs; stand for prolonged periods of time; work outdoors in all types of weather conditions; climb and work from ladders and work on overhead equipment. 20. Skill in using hand-held power tools such as power saws power drills etc. 21. Physical stamina and endurance. 22. Manual dexterity. 23. Mechanical aptitude. 24. Ability to give written instructions in a precise, understandable manner. Due to sensitive material and equipment at various work sites, incumbent must receive a favorable background check (at a minimum, no felonies and good driving record). Must possess and maintain a valid Massachusetts driver’s license. Required to qualify for a T3 Secret Security Clearance under the provisions of AR 380-5. Must be certified by the National Guard Bureau as an Electronic Security Systems Technician and recertified every three years. QUALIFICATIONS ACQUIRED ON JOB (List knowledge, skills, abilities) 1. NGB Certification for ESS Technician - NG Professional Development Center, Camp Robinson, AR NGB-ARI ESS Access Control & CCTV Course -NG Professional Development Center, Camp Robinson, AR. MINIMUM ENTRANCE REQUIRMENTS 1. Applicants must have at least five years of full-time or equivalent part-time, experience in IDS Security, Access Control and Camera system repair, the major duties of which included installing, constructing, maintaining and repairing IDS Security, Access Control and Camera Equipment. 2. Ability to meet listed "Qualifications Required at Hire" LICENSE AND/OR CERTIFICATION REQUIRMENTS 1. Preferred to have National Guard Bureau Certification for Electronic Security Systems (ESS) Technician 2. Preferred to have National Guard Bureau IDS Installation Certifications 3. Preferred to have National Guard Bureau Video Management and Access Control Installation and Programming Certifications 4. Preferred to have Low voltage Certification 5. Incumbent is required to obtain and maintain a state driver's license, favorable background check & T3 SECRET security clearance and periodically resubmit to a state CORI check as a condition of employment 6. Incumbent must be able to obtain and maintain a government common access: card (CAC card) as a condition of employment. A Bachelor's degree with a major in electronics or electrical engineering may be substituted for the required experience.* Education toward such a degree/certificate will be prorated on the basis of the proportion of the requirements actually completed. XIII.
