MassDOT’s divisions include Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization. Duties and Responsibilities * Acts as a Bridge Inspection Team Leader and performs all types of bridge inspections required by NBIS on all types of bridge structures. * Prepares for assigned bridge inspections by obtaining and reviewing all available plans and inspection records for structures that are to be inspected and by ensuring the availability of equipment and tools needed by all team members for each inspection assignment. * Maintains the safety of bridge inspection teams and the public by ensuring that the proper safety equipment is available and that it is used correctly; ensuring that all safety procedures are in place; ensuring that proper procedures are used for inspections over water and railways. * Ensures the quality of inspections and prepares inspection reports. * Acts as the Assistant Bridge Inspection Unit Supervisor. * Assists the bridge Inspection Unit Supervisor with reviews of inspection reports from bridge inspection teams to ensure quality control. * Assists the Bridge Inspection Unit Supervisor in maintaining inspection unit files for all bridges covered by that unit, including all information required by NBIS and supplemental information required by Department policies and directives. * Assists the Bridge Inspection Unit Supervisor in maintaining the inspection units’ equipment inventory and coordinating all repair and maintenance activities required to keep the equipment in good working order. * Assists the Bridge Inspection Unit Supervisor to maintain a file for all inspection unit personnel containing basic personnel data and titles, duties, qualifications, training, and education. * Represents MassDOT and/or attends meeting and conferences as required. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Preferred Qualifications * Ability to supervise and plan daily work assignments for one team of bridge inspectors. * Knowledge of the principles and practices of civil engineering. * Knowledge of the standard terminology and abbreviations used in civil engineering to describe bridge types and bridge components * Knowledge of the properties and characteristics of materials associated with highway and bridge construction, such as steel, concrete, and asphalt. * Knowledge of basic bridge engineering principles. * Knowledge of basic techniques used in the construction of bridges. * Knowledge of basic plane survey conventions and terminology. * Knowledge of elementary algebra and trigonometry. * Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations. * Ability to read and interpret technical documents such as plans, specifications and drawings. * Ability to maintain accurate records. * Ability to prepare reports which accurately and efficiently describe a field condition. * Ability to work outdoors under typical environmental conditions. * Ability to operate and function at heights, this includes the ability to climb ladders. * Ability to perform work such as carrying ladders and equipment. * Ability to operate a computer using a keyboard and/or mouse. * Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence. * Ability to work accurately with numbers, codes and/or symbols. * Ability to establish and maintain harmonious working relationships with others. * Ability to deal tactfully with others. * Ability to work independently. Minimum Entrance Requirements First consideration will be given to those applicants that apply within the first 14 days. Applicants must have (A) a Bachelor’s Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology, and (B) an Engineer-In-Training certification or Professional Engineer registration, and (C) at least two (2) years of bridge inspection experience, and (D) possess the minimum qualifications to be in charge of a bridge inspection team as specified in 23 CFR Part 650 Subpart C by having one of the following required combinations of training and experience: (1) Possession of a Professional Engineer registration and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or (2) A minimum of five (5) years’ experience in bridge inspection assignments in a responsible capacity and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or (3) Certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineers’ program for National Certification in Engineering Technologies (NICET) and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or (4) A Bachelor’s Degree in Civil or Structural Engineering and an Engineer-in-Training certification and two (2) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or (5) An Associate’s Degree in Civil Engineering or Civil Engineering Technology and four (4) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course. Substitution: A minimum of five (5) years’ experience in the next lower Bridge Inspector title in addition to successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Bachelor’s Degree and Professional Engineer registration. Special Requirements Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards. Based on assignment, a current and valid Massachusetts Class D Motor Vehicle Operator’s license is required. Based on assignment, SCUBA certification from a recognized educational program may be required.
