Job Summary

Collaborates directly with the Director of Transportation to manage and oversee the Fleet and Transit Technical Operations teams, managing over $32 million dollars in UMass and PVTA/UMass Transit fleets across two allied shops. This position encompasses both fleet management and technical service management, including technician development and organizational development, lifecycle asset management, shop production planning, configuration management, fleet management information systems, capital renewal and financing programs, and EV charging infrastructure.

Essential Functions

  • Directs the overall operation of the UMass Amherst Fleet & Technical Operations business unit responsible for vehicle replacement, acceptance, and retirement on a transit and institutional fleet of vehicles and off-road equipment.

  • Conducts independent business analytics that support coherent, practical, and balanced fleet and technical services program that allow for thoughtful engagement with key stakeholders and campus clients. Administer fleet management information systems, including data integrity, workflow production management, telematics, supply chain, warranty management and client financial systems. Develops and implements strategic business plans focusing on fleet and technical service needs in cooperation and coordination with all Transportation divisions.

  • Provides staff guidance, development, and discipline in order to meet hiring goals established by the University. Participates in discussions related to staff planning and resource allocation. Participates in sensitive employee-related matters, such as acting as a grievance hearing officer and/or conducting labor relations discussions with decision-making authority for the assigned areas. Uses access to sensitive and/or not-yet-public university-related information on in the performance or the responsibilities of position and exercises care to prevent unnecessary disclosure to others.

  • Develops and administers fleet capital programs; prepares and oversees capital and operating budgets for technical service equipment and facilities. Collaborates and supports PVTA and UMTS Transit technical staff on all matters related to capital management of the transit fleet, facility and equipment. Prepares and presents reports to executive management, the Parking and Transportation Advisory Board, outside agencies, and the public.

  • Administers quality assurance and vehicle preventive maintenance programs.

  • Works closely with executive management, including the Associate Vice Chancellor of Facilities & Campus Services on fleet management related issues and other activities.

  • Administers, communicates and implements safety rules, policies, and procedures in support of the UMass Transportation’s safety vision and goals; and maintains accountability for the safety performance of all assigned employees. Directs the investigations for accident and fire investigations and works with local law enforcement and Environmental Health and Safety (EHS).

  • Develops and executes employee and student staff enrichment policies and programs that foster inclusion, equity and diversity that fulfills the collective organizational need for unity, pride, and belonging.

  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of UMass are executed.

  • Represents UMass with regulatory agencies, industry peer, professional and trade organizations, and supply chains.

  • Operates UMass vehicles and equipment safely and efficiently.

Other Functions

  • Performs other duties as assigned.

  • Cross-train and capable of operating UMass Transit passenger bus and Class B CDL trucks

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelors degree with over 3 years experience in a related field; or associates degree with over 5 years experience in a related field; or 7 years experience in a related field

  • Valid Class A or B Commercial Driver License (CDL) without restrictions and with Passenger Endorsement from state of legal residence, or ability to attain a CDL or additional endorsements one within six months of hire at UMass Transportation expense

  • FMCSA 49 CFR Part 382 AND Part 655 Drug and Alcohol testing, including pre-employment, random, reasonable suspicion, and post-accident

  • FMCSA Medical Examiner Card for Interstate Non-Excepted operations or ability to attain one within three months of hire at UMTS expense

  • NAFA Certified Automotive Fleet Management (CAFM) certification within 12 months of hire at UMass Transportation expense

  • Demonstrated experience in independently leveraging operational datasets and conducting complex business analytics

  • Experience with fleet management information systems for all elements of shop management, financial billing, warranty, supply chain and lifecycle fleet management

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Experience overseeing equipment/vehicle maintenance or fleet management functions in a large scale transportation environment

  • Experience in working within a fleet shop as a mechanic or technician, preferably at a Master or Foreman level.

  • Knowledge of applicable local, state, and federal laws, rules, and regulations relating to commercial vehicle requirements, governing maintenance of public fleets, and environmental compliance and emissions requirements

  • Knowledge of equipment specification, configuration and upfit for the proper pricing and delivery

  • Experience in planning, organizing, and directing the work of major equipment/vehicle maintenance operations.

Physical Demands/Working Conditions

  • Typical office environment

  • Occasional exposure to weather, physical mechanical, electrical, and chemical hazards during site visits

  • On-call coverage on a rotating basis

  • Occasional special event and emergency operation/incident events

  • Occasional travel to offsite locations, including Mount Ida Campus in Newton MA

Additional Details

  • Position is designated as essential personnel.

  • Position is a critical in-person position and therefore not eligible for full or partial remote work except for ad-hoc days for special projects.

Work Schedule

  • Flexible start and end within a required daytime core period of 9AM-3PM Monday-Friday.

  • Required to work irregular hours, nights, and weekends when necessary, especially during emergency or incident command times.
