State of Massachusetts Senior Structural Engineer - Bridges (Civil Engineer V) in 185 Kneeland Street, Massachusetts
Position Summary Under the direction of the District 6 Structures Engineer, the incumbent will perform engineering duties related to design, inspection, construction, maintenance and repair of MassDOT bridges, tunnels, highways, buildings and related highway facilities. Duties and Responsibilities * Duties include, but not limited to reviewing MassDOT's consulting engineers' submittals, shop drawings, and permits for bridges and tunnel repair and construction projects; conduct and coordinate design and preparation of contract documents; maintain records, reports, and correspondence required within the engineering office; generating bridge and tunnel examinations and reports in connection with structural engineering and technical issues; and review submitted inspection reports to identify structurally deficient bridges and tunnels. * Prepare in-house design for structural repairs, proposed construction, and modifications to existing structures, including but not limited to bridge structures and highway design, steel member repair/replacement, sign, and lighting repair/installation, jacking and shoring of bridge superstructures, culvert repairs, tunnel ceiling and wall reinforcement, etc.; develop In-House Maintenance and Preservation PS&E packages. * Review plans, specifications and estimates of designs to ensure compliance with Federal and State regulations. Duties will include but are not limited to recommendations on designs to mitigate project impacts, preparing and reviewing reports, studies, and analytical data; permit preparation; and interdivision/agency coordination for projects and related work. * Assist in conducting and maintaining yearly district bridge and tunnel maintenance and preservation priorities with statewide programs; and assist the District Bridge Engineer to develop a long-term District bridge and tunnel preservation strategy that maximizes the use of available funding to meet District's goal for reducing the number of bridge and tunnel structural deficiencies and improving bridge and tunnel overall condition and Health Index (HI). * Involved in District bridge and tunnel projects ensuring proper and close coordination on constructability issues, environmental permitting issues and on public outreach process. Participated in scoping session and attended design and coordination meetings. Participate in informational meetings and attend public hearings as required. * Oversee bridge and Tunnel project development. Work with the bridge and tunnel inspection team and resolve any issues which may arise. Familiar with bridge ratings and have the ability to properly resolve and address issues which may stem from the ratings. * Monitor and supervise the work of subordinate engineers, as required, and make recommendations for corrective or warranted disciplinary actions when and if required. * It is expected that the incumbent shall have a strong understanding of the state manuals/codes (MassDOT Bridge Manual, AASHTO, NBIS, 4D, AutoCAD, Project Development and Design Guide) and will be willing to work in a group atmosphere to resolve issues and obtain common goals. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Only candidates external to the Massachusetts Department of Transportation are eligible for the sign-on bonus. Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below. Substitutions: An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* A Bachelor's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of two years of the required (A) experience.* A Graduate degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport, and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
