State of Massachusetts Project Development Engineer (MassDOT Senior Supervising Engineer) in 185 Kneeland Street, Massachusetts
Position Summary The incumbent of this position will function as the D6 Project Development Engineer and will supervise the activities of subordinate engineers engaged in Civil Engineering work in the Project Development Section (Design, Environmental, Survey, Utility and Constructability) to ensure Operation and compliance with standard procedure. Duties and Responsibilities * Assist the District Highway Director in the operation of the District by providing information and recommendations concerning Project Development-related issues. * Assist in the management of District Overbuild and/or Air Rights Development projects as directed. * Monitor and/or manage Consultants as necessary and provide feedback on performance. * Work with HQ and Cities/Towns on project prioritization and recommendations to DHD. * Establish priorities for in-house design of District 6 civil engineering projects. Oversee advancement of those projects to completed PS&E stage for advertisement and construction, including the review of complex and diversified engineering data such as designs, design expectation reports, proposal documents, bid estimates, etc. for conformance with MassDOT standards and established priorities. * Establish priorities of review for municipal and state consultants designed highway projects and highways aspects of bridge projects for the Statewide Road and Bridge Program, MHS, CARM, Tobin and District Maintenance Program. * Oversee advancement of municipal and state consultant designed projects to complete PS & E stage for advertisement and construction, including the review of complex and diversified engineering data such as designs, design expectation reports, proposal documents, bid estimates, etc. for conformance with MassDOT standards and established priorities. * Teach and demonstrate MassDOT Standard Operating Procedures, rules and regulations while employing fair Supervisory practices for all members of the workforce. * Oversee the development of design scope for highway projects in District 6 through the PNF/PIF process to ensure appropriate design that addresses needs while staying within budgetary constraints of state and federal funding programs. * Coordinate with Federal, State, and local officials, including Boston Project Management, Environmental, Right of Way to ensure proper development of District designed civil engineering projects and timely delivery of district advertised projects. * Represent the District at public hearings and meetings with federal, state, and local officials as necessary. * Oversee the section’s overtime budget and ensure appropriate use of overtime funds to advance the district’s goals and priorities while remaining within budget. * Provide formal responses for signature, to inquiries regarding District 6 projects, including performing site investigations. * With assistance of the Planning Engineer, review PNF and PIF submitted to the district, meet with communities to discuss projects and to develop appropriate scope of work and estimate for preparation of submission to PRC. * Coordination of SMTR Grant and Chapter 90 Programs. * Establish priorities for projects on the Transportation Improvement Program and the Capital Investment Plan. * Evaluate employee performance in accordance with the EPRS system. * Review the performance of employees and determine the needs for disciplinary action by following MassDOT procedures when necessary. * Perform other related duties as required. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Applicants must have at least (A) nine years of full-time or equivalent part-time, experience in civil engineering work in such areas as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least seven (7) years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity. Substitutions I. An Associate's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineering* or civil engineering technology* may be substituted for a maximum of two years of the required (A) experience.* III. A Master's degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience. IV.A Doctoral degree with a major in civil engineeringmay be substituted for a maximum of two years of the required (A) experience and two years of the required (B) experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, construction management, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials. NOTE: Education towards such a degree will be prorated based on the proportion of the requirements completed. *NOTE: No substitutions will be permitted for the required (C) experience. SPECIAL REQUIREMENTS Incumbents are required to have a current and valid Class D Driver's License. The incumbent is expected to report for work in declared emergencies and in the event of snow and ice operations as directed by the supervisor.
