State of Massachusetts Enterprise Risk Management Manager (Administrator VI) in 10 Park Plaza, Massachusetts
Position Summary The Enterprise Risk Management Manager (ERM Manager) will work directly with the Compliance & Risk Management Director on the long-term development, planning, and implementation of a MassDOT-wide Enterprise Risk Management program. ERM Manager will be responsible for leading and managing the ERM Team across the MassDOT, coordinating the overall risk management framework, and ensuring comprehensive risk management across MassDOT. This includes developing and enforcing policies and procedures, reporting and escalating risk trends, and managing risk assessments and mitigations. The Enterprise Risk Manager will monitor risk management activities to ensure the achievement of MassDOT’s strategic objectives. Provide training, guidance, and support to departments, and ensure compliance with regulatory requirements. Coordinating with division managers to identify and document risks within their areas of responsibility. Working closely with the Risk and Compliance Committee to align risk management efforts within MassDOT’s strategic objectives, while adhering to the COSO framework for ERM. The ERM efforts will further enable MassDOT to operate in a safely, and effectively, ensuring we can continue to provide excellent customer service and a transportation infrastructure that is safe, reliable, robust, and resilient. Duties and Responsibilities * Lead the ERM Program and ERM Team under the direction of the Director of Compliance and Risk Management in creating and developing Enterprise Risk Management (ERM). This program will be established across MassDOT, Highway, Rail/Transit, Aeronautics, Registry of Motor Vehicles (RMV), and Planning & Enterprise Services. * Manage and direct the administrative activities of the ERM Team, including policy and procedure development and management, documenting and maintaining comprehensive records of risk assessments and mitigation strategies. * Coordinate and facilitate key stakeholder meetings to keep interested parties well-informed about the ERM Program. Develop and maintain open communication channels with stakeholders to ensure their engagement and support. * Communicate integrity, ethics standards, and values to ensure compliance–related policies become culturally ingrained throughout MassDOT. * Develop, manage, report, and oversee enterprise risk assessments. Support and train divisional key stakeholders in conducting departmental risk assessments. * Collaborate with the compliance committee to establish risk awareness campaigns, newsletters, and additional initiatives to align with MassDOT’s strategic objectives. * Continuous review and improve the ERM program to adapt to changing risks and ensure ongoing effectiveness. Other duties, as assigned Preferred Qualifications * Demonstrated ability to manage high-level and high-profile internal and external stakeholders. * Knowledge of work simplification methods. * Ability to maintain confidentiality in all matters related to MassDOT. * Proven strengths in developing relationships and implementing change. * Demonstrates a strong passion and ambition for innovation and recommends improvements across MassDOT. * Possesses practical experience in identifying, assessing, and mitigating risks. * Exhibit a suitable comprehension and practical knowledge of accounting principles, internal controls, and the application of laws, rules, and regulations. * Sound decision-making skills and excellent professional judgment. * Ability to communicate clearly and concisely both orally and in writing, including technical writing, preparing reports, interpersonal skills, and speaking to groups. * Strong analytical skills with demonstrated ability to conclude, support findings, and escalate issues as needed. * Ability to interact effectively with people at all levels of the organization. * Quick learner, adept at understanding and applying new concepts. * Experience in leading and managing teams. Ability to provide direction, guidance, and support to team members. * Ability to critically review policies and procedures in the broad context of the overall business * Strong Microsoft Word, Excel, Access, and PowerPoint skills for writing reports presentations, and performing data analyses. * Ability to drive a motor vehicle to other locations within the state of Massachusetts and surrounding states. * Limited overnight travel may be required Pre Hire Process A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.
