DCR’s staff is passionate, dedicated, and continuously employs best practices that are informed by expertise, and creates a sense of place through carrying out the mission. _Job Opening:_ The Department of Conservation and Recreation seeks applicants for a Deputy Chief of Strategic Operations – Program Manager VII to perform the following duties: Please submit a cover letter and resume as part of the application process. * * GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Deputy Chief for Strategic Operations plays a crucial role in the leadership team for the Division of Design and Engineering. The Division is comprised of over 140 staff representing the following professional disciplines: civil, structural, environmental, coastal, mechanical, traffic, electrical, coastal and environmental engineers, surveyors, licensed site professionals, material testing experts and bridge, dam and flood control operators, project managers, park and greenway planners, recreational facilities specialists, landscape architects, architects and designers, as well as grant management specialists, facilities trades people and administrative support staff. Division staff are responsible for carrying out all technical, engineering, project planning, design and construction activities related to park facilities, long distance, multi-use corridors, assets and infrastructure, parkway systems, bridges, lighting, traffic signals, buildings, utilities, coastal infrastructure, dams and flood control/navigational waterways. The Deputy Chief will assist the Chief of Design and Engineering in achieving the Administration’s goals for the agency. * * DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Be responsible for the day-to-day operation of the Division. * Work in collaboration with the Chief of Design and Engineering and senior staff, develop new operational strategies and workflows to improve delivery of service and implementation of the Division’s strategic priorities. * Work across the bureaus of the Division on managing and monitoring of capital project delivery, capital transparency, policy development, implementation of the “311” constituent service system and development of Standard Operating Procedure. * Assist the Chief of Design and Engineering in the management of Division senior staff for projects of high importance and special initiatives to ensure they align with the priorities of Division and the Department. * Be responsible for ensuring strategic objectives are aligned across disciplines in the Division. * Lead and manage teams. * Contribute to high priority projects. * Step in to provide strategic, tactical and project management. * Work closely with the Chief of Design and Engineering on the management of personnel, procurement and budgetary matters. * Oversee performance management within the Division and work with managers/supervisors to address and resolve employee concerns and issues. * Will oversee and provide guidance to ensure that Employee Performance Review System (EPRS) is complete according to agency standards. * Work with the Chief and Division senior staff. * Oversee initiatives and projects to strengthen organizational culture by identifying opportunities for professional development and advancement and creating a climate of diversity, equity and inclusion including the development and oversight of Division of mentoring and internship programs. * Collaborate across Divisions within DCR on establishing clear lines of communication and coordination on matters of mutual interest. The Deputy Chief assists with the preparation of the Divisions annual capital investment plan submission to EEA. * Supervise the work performed by Division administrative, capital planning and special projects staff. Management and supervision of staff in the following roles: * Director of Special Projects (M5) - Organizes, leads, and executes special ad hoc projects and initiatives that fall outside the scope of the regular responsibilities of the Division of Design and Engineering and require coordination between bureaus and other divisions within the agency. * Capital Planner (PCIII) - Coordinates and prepares agency Capital Investment Plan (CIP), as well as tracks and assesses implementation. Monitors capital project delivery and serves as liaison to Finance team. * Business Management Specialist (PCIII) -Assists in the development, implementation and maintenance of the Division’s business processes. * Clerk IV -Provides administrative support. * * PREFERRED QUALIFICATIONS * Seven or more years of experience in a business management or executive role with a strong foundation as a leader. * Extensive personnel and project management skills on complex initiatives that need to be delivered on a specific time frame. * Experience organizing and directing cross functional teams. * Experience in organizing and leading strategic initiatives. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
